BILL NUMBER:S4896 TITLE OF BILL: An act to repeal section 586 of the general municipal law, relating to the Ossining urban renewal agency PURPOSE: To repeal the inactive Ossining Urban Renewal Agency SUMMARY OF PROVISIONS: Section 1 repeals section 586 of the general municipal law. Section 2 is the effective date. JUSTIFICATION: At the request of the Village of Ossining the bill would repeal the inactive Ossining Urban Renewal Agency ("Ossining URA") Currently the agency has no outstanding debts or obligations and due to recent regu- lations and requirements of the Authorities Budget Office, the Village would have to expend a large amount of public funds simply to bring the inactive agency into compliance on mandatory reporting. The expenditure of these funds would not be eligible for deduction from any Village tax cap calculations.

Furthermore, a recent omnibus bill seeking mandatory dissolutions of these types of agencies, did not include the Village of Ossining URA and the Village has since publicly declared their intent to dissolve this agency in the public interest.

Section 586 of the general municipal law is REPEALED. S 2. Notwithstanding any other provision of law to the contrary, any existing records, property, rights, titles and interest of the village of Ossining urban renewal agency shall vest in and be possessed by the village of Ossining and its successors or assigns.
