BILL NUMBER: S7300 TITLE OF BILL : An act relating to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement PURPOSE : Relates to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement. JUSTIFICATION : This bill will allow Yvonne D. Mosca to receive full family health coverage without cost as she received since 1975 under the New York State insurance program upon her retirement. When an individual (Yvonne D. Mosca) serves within a public institution within New York State for so many years of services; they are entitled to NYS retirement benefits and should be able to continue the same health care coverage. Yvonne D. Mosca has worked for the city of Mount Vernon between 1975 and 1985, the New York State Assembly from 1985 to 1995. In 1995 Yvonne D. Mosca was rehired by the city of Mount Vernon and would like to retire in June of 2009 with full health care benefits FISCAL IMPLICATIONS :

HASSELL-THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT relating to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of state or local law to the contrary, Yvonne D. Mosca, a current tier 2 member of the New York state and local employees' retirement system, who was an employee of the city of Mount Vernon from 1975 until 1985, who was rehired by such city in 1995 and who was employed by the New York state legislature from 1985 until 1995, shall be entitled to receive full family coverage under the New York state health insurance program upon her retirement. One hundred percent of the costs of such coverage shall be borne by the city of Mount Vernon. S 2. This act shall take effect immediately. FISCAL NOTE.-- Pursuant to Legislative Law, Section 50: The health insurance coverage cost for Yvonne D. Mosca, a retiree of the City of Mount Vernon, New York. The cost for Family coverage with two Medicare reimbursements for the covered year 2016 is as follows: Monthly premium: $ 669.03 Medicare reimbursement 2 x $104.90 (209.80) Net monthly premium $ 459.23 Twelve month figure: $5,510.76. The comptroller's office of the city of Mount Vernon cannot predict what the yearly amounts will be in the future. This estimate, dated March 18, 2016, was prepared by Maureen Walker, C.P.A., comptroller, City of Mount Vernon.
