BILL NUMBER: S7500 TITLE OF BILL : An act in relation to authorizing the village of Skaneateles, county of Onondaga, to convey its interest in Austin Park to the town of Skaneateles PURPOSE OF BILL : This bill would authorize the Village of Skaneateles to convey its interest in Austin Park to the Town of Skaneateles SUMMARY OF SPECIFIC PROVISIONS : Section 1 - Authorizes the Village of Skaneateles to discontinue and alienate the lands known as "Austin Park" and to enter into a contract to convey its interest to the Town of Skaneateles. Any revenue received by the Village of Skaneateles from the transfer shall be used for capital improvements . Section 2 - Legal Description of the lands. Section 3 - The parklands transferred and all structures and facilities situated on such parklands shall be maintained, owned and operated by the Town of Skaneateles. DeFRANCISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT in relation to authorizing the village of Skaneateles, county of Onondaga, to convey its interest in Austin Park to the town of Skanea- teles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The village of Skaneateles, county of Onondaga, acting through its village board, is hereby authorized to discontinue and alienate the lands known as "Austin Park" more particularly described in section two of this act, and to enter into a contract to convey its interest in such parklands and facilities located thereon to the town of Skaneateles for continued park and recreational purposes. Any revenues received by the village of Skaneateles from the transfer of such park- lands and facilities pursuant to this act shall be used for capital improvements of existing park and recreational facilities and/or for the acquisition of additional park and recreational facilities. S 2. The parklands authorized to be conveyed by the village of Skanea- teles pursuant to section one of this act shall be described as follows: LEGAL DESCRIPTION ALL THAT TRACT OR PARCEL OF LAND situate in the Village of Skaneateles, County of Onondaga and State of New York, being part of Block 4 and bounded and described as follows: BEGINNING at a point on the centerline intersection of Jordan Street and East Austin Street; thence N16°11'19"W along said centerline of Jordan Street for a distance of 403.14 feet to a point; thence N16°06'51"W, continuing along said centerline of Jordan Street for a distance of 972.39 feet to a point; thence N87°03'56"E for a distance of 1780 feet to a point in the centerline of State Street; thence S03°30'37"E along said centerline for a distance of 292.55 feet to a point; thence S09°44'03"W, continuing along said centerline of State Street for a distance of 609.15 feet to a point; thence N80°31'57"W for a distance of 68 feet to a point on the westerly boundary of a subdivision part of lot 4, Skaneateles, prepared by Ensign Cottrell and filed on 05-02-1937 in the Onondaga County Clerk's office as map number 2455; thence S58°34'03"W, along said EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

(a) The village of Skaneateles, county of Onondaga, acting by and through its village board, is hereby authorized to discontinue the use of "Austin Park" more particularly described in section two of this act, and to convey such parklands, and all facilities located ther- eon to the town of Skaneateles, upon such terms and conditions agreed upon by the village of Skaneateles and the town of Skaneateles; provided that the town of Skaneateles continue to use the property for park and recreational purposes. (b) The town of Skaneateles shall continue to provide access to the parklands and/or recreational facilities described in section two of this act to all residents of the village of Skanea- teles and shall not enact any fees which are higher for the residents of the village of Skaneateles than those fees for the residents of the town outside the village. (c) Any revenues received by the village of Skanea- teles from the conveyance of parkland authorized by this act shall be used for capital improvements to existing park and recreational facili- ties and/or for the acquisition of additional parkland. S 2.
