BILL NUMBER: S7748 TITLE OF BILL : An act to amend the mental hygiene law, in relation to the heroin and opioid addiction wraparound demonstration services program; and to amend chapter 32 of the laws of 2014, amending the mental hygiene law relating to the heroin and opioid addiction wraparound demonstration services program, in relation to the effectiveness thereof PURPOSE : The purpose of the bill is to make the heroin and opioid addiction wraparound services demonstration program permanent. SUMMARY OF SPECIFIC PROVISIONS : Section one of the bill amends section 19.18-a of the Mental Hygiene Law to make necessary technical changes to the heroin and opioid addiction wraparound services demonstration program to make it permanent. Section two of the bill amends Section 2 of chapter 32 of the laws of 2014 by removing the expiration date of the heroin and opioid addition wraparound services demonstration program. Section three of the bill is the effective date.

CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Alcoholism and Drug Abuse AN ACT to amend the mental hygiene law, in relation to the heroin and opioid addiction wraparound demonstration services program; and to amend chapter 32 of the laws of 2014, amending the mental hygiene law relating to the heroin and opioid addiction wraparound demonstration services program, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 19.18-a of the mental hygiene law, as added by chapter 32 of the laws of 2014, is amended to read as follows: S 19.18-a Heroin and opioid addiction wraparound services [demon- stration] program. 1. The commissioner, in consultation with the department of health shall develop a heroin and opioid addiction wraparound services [demon- stration] program. This program shall provide wraparound services to adolescent and adult patients during treatment, INCLUDING, BUT NOT LIMITED TO, INPATIENT AND OUTPATIENT TREATMENT, and shall be available to such patients for a clinically appropriate period for up to nine months after completion of such treatment program. The commissioner shall identify and establish where the wraparound services [demon- stration] program will be provided. 2. Wraparound services shall include; (a) Case management services which address: (i) Educational resources; (ii) Legal services; (iii) Financial services; (iv) Social services; (v) Family services; and (vi) Childcare services; (b) Peer supports, including peer to peer support groups; (c) Employment support; and (d) Transportation assistance. BILL NUMBER: S7748A TITLE OF BILL : An act to amend the mental hygiene law, in relation to the heroin and opioid addiction wraparound demonstration services program; and to amend chapter 32 of the laws of 2014, amending the mental hygiene law relating to the heroin and opioid addiction wraparound demonstration services program, in relation to the effectiveness thereof PURPOSE : The purpose of the bill is to extend the heroin and opioid addiction wraparound services demonstration program until June 30, 2018 and require the Commissioner to use data collected from the demonstration to create best practices for wraparound service providers. SUMMARY OF SPECIFIC PROVISIONS : Section one of the bill amends section 19.18-a of the Mental Hygiene Law to include inpatient and outpatient treatment in the services provided by the heroin and opioid addiction wraparound services demonstration program to make it permanent. It also requires the Commissioner to provide a written evaluation of the program by June 30, 2018. This evaluation must create best practices to aid providers with implementing wraparound services.
