  printed, and when printed to be committed to the Committee on Rules

AN ACT to amend chapter 91 of the laws of 2002, amending  the  education
  law  and  other  laws  relating to reorganization of the New York city
  school  construction  authority,  board  of  education  and  community
  boards, in relation to the effectiveness thereof; to amend chapter 345
  of  the laws of 2009, amending the education law and other laws relat-
  ing to the New York city board  of  education,  chancellor,  community
  councils  and community superintendents, in relation to the effective-
  ness thereof; and to amend the education law, in relation to  the  New
  York city school district system (Part A); to amend the education law,
  in  relation  to teacher certification in public charter schools (Part
  B); to amend the tax law and the education law, in relation to  enact-
  ing  the  "education investment incentives act" (Part C); to amend the
  education law, in relation to  documentation  demonstrating  a  school
  district has fully implemented standards and procedures for conducting
  annual  teacher  and principal evaluations; and to amend chapter 53 of
  the laws of 2016, enacting the aid to localities budget,  in  relation
  to making additional appropriations therein (Part D); and to amend the
  education law and the tax law, in relation to contracts for the trans-
  portation of school children (Part E)


  Section 1. This act enacts into law major  components  of  legislation
relating  to  education  within New York state. Each component is wholly
contained within a Part identified as Parts A through E.  The  effective
date  for  each  particular  provision contained within such Part is set
forth in the last section of such Part. Any  provision  in  any  section
contained within a Part, including the effective date of the Part, which
makes  a  reference  to a section "of this act", when used in connection
with that particular component, shall be deemed to mean and refer to the
corresponding section of the Part in which it is found. Section three of
this act sets forth the general effective date of this act.
