McLAUGHLIN, STEC -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to the powers and duties of the Historic Hudson-Hoosic Rivers Partnership THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions 4 and 5 of section 42-0107 of the environ- mental conservation law, as added by chapter 737 of the laws of 2006, are amended to read as follows: 4. To appoint AND REMOVE an executive officer, officers, agents and employees, and prescribe their duties and qualifications and fix their compensation. 5. To contract for professional and technical assistance and advice, INCLUDING RETAINING OR EMPLOYING COUNSEL, PRIVATE CONSULTANTS AND INDE- PENDENT CONTRACTORS. S 2. Subdivision 13 of section 42-0107 of the environmental conserva- tion law is renumbered subdivision 16, and three new subdivisions 13, 14 and 15 are added to read as follows: 13. TO ADOPT AND USE A SEAL. 14. TO ACQUIRE, HOLD AND DISPOSE OF REAL PROPERTY. 15. TO CONSTRUCT OR CAUSE TO HAVE CONSTRUCTED NECESSARY FACILITIES, INCLUDING PATHS AND TRAILS, A VISITOR EDUCATION CENTER, AND RELATED PARKING AREAS WITHIN THE RESERVE. S 3.
