 AN ACT to amend the vehicle and traffic law, in relation to the issuance
   of a distinctive license plate for members of the New York state  Elks
   association of the benevolent and protective order of the Elks
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The vehicle and traffic law is  amended  by  adding  a  new
 section 404-y to read as follows:
   § 404-Y. DISTINCTIVE PLATES FOR THE NEW YORK STATE ELKS ASSOCIATION OF
 THE  BENEVOLENT  AND  PROTECTIVE ORDER OF THE ELKS. 1. ANY MEMBER OF THE
 NEW YORK STATE ELKS ASSOCIATION OF THE BENEVOLENT AND  PROTECTIVE  ORDER
 OF  THE  ELKS  RESIDING  IN  THIS STATE SHALL, UPON REQUEST, BE ISSUED A
 LICENSE PLATE BEARING THE WORDS "NEW YORK  STATE"  ON  THE  TOP  OF  THE
 LICENSE PLACE AND "ELKS ASSOCIATION" ON THE BOTTOM OF THE LICENSE PLATE.
 APPLICATION  FOR SUCH LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER
 IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE,  AND  SHALL
 BE VERIFIED ANNUALLY BY THE APPLICANT.
   2.  A  DISTINCTIVE PLATE AUTHORIZED BY SUBDIVISION ONE OF THIS SECTION
 SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER,  THAT  THE
 APPLICANT PRESENTLY IS AN ACTIVE MEMBER OF THE NEW YORK STATE ELKS ASSO-
 CIATION OF THE BENEVOLENT AND PROTECTIVE ORDER OF THE ELKS.
   3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
 IN  THE SAME MANNER AS OTHER NUMBER PLATES UPON THE PAYMENT OF THE REGU-
 LAR REGISTRATION FEE PRESCRIBED BY SECTION  FOUR  HUNDRED  ONE  OF  THIS
 ARTICLE,  PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF
 FIFTEEN DOLLARS SHALL BE CHARGED FOR SUCH PLATE. PROVIDED, HOWEVER, THAT
 ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION FUNDS IN THE AMOUNT OF
 SIX THOUSAND DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAILABLE,  SHALL  BE
 ALLOCATED  TO  THE  DEPARTMENT  TO  OFFSET  COSTS  ASSOCIATED  WITH  THE
 PRODUCTION OF SUCH LICENSE PLATES.
   § 2. This act shall take effect immediately.

 AN ACT to amend the vehicle and traffic law, in relation to the issuance
   of a distinctive license plate for members of the New York state  Elks
   association of the benevolent and protective order of the Elks
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The vehicle and traffic law is  amended  by  adding  a  new
