 AN ACT to amend the environmental conservation law, in relation to hunt-
   ing and fishing licenses
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Section  11-0305 of the environmental conservation law is
 amended by adding a new subdivision 19 to read as follows:
   19. TO REVIEW, IN CONSULTATION WITH  THE  CONSERVATION  FUND  ADVISORY
 BOARD  ESTABLISHED  PURSUANT  TO SECTION 11-0327 OF THIS TITLE, EXISTING
 STATE POLICIES REGARDING THE PROVISION OF FREE OR  REDUCED  FEE  HUNTING
 AND  FISHING  LICENSES.  UPON SUCH REVIEW, THE COMMISSIONER SHALL SUBMIT
 HIS OR HER FINDINGS TO THE GOVERNOR,  THE  TEMPORARY  PRESIDENT  OF  THE
 SENATE,  THE SPEAKER OF THE ASSEMBLY, THE MINORITY LEADER OF THE SENATE,
 AND THE MINORITY LEADER OF THE ASSEMBLY. THE  COMMISSIONER'S  SUBMISSION
 SHALL  INCLUDE  AN  ANALYSIS OF THE FISCAL IMPACT THAT PROVIDING FREE OR
 REDUCED HUNTING AND FISHING LICENSES TO ADDITIONAL INDIVIDUALS OR GROUPS
 WOULD HAVE ON THE CONSERVATION FUND.
   § 2. This act shall take effect immediately.
