BILL NUMBER: S693 TITLE OF BILL : An act to amend the environmental conservation law, in relation to hunting and fishing licenses PURPOSE OR GENERAL IDEA OF BILL : To obtain additional information regarding the financial implications of expanding free and reduced-fee hunting and fishing licenses. SUMMARY OF SPECIFIC PROVISIONS : This bill would add a new § 11-0305 to the Environmental Conservation Law. JUSTIFICATION : Revenue from the sale of hunting and fishing license is remitted to the State's Conservation Fund. Monies in this fund are used to support hunting and fishing related purposes. The language of the fund states "These moneys, after appropriation by the legislature, and within the amounts set forth and for the several purposes specified, shall be available to the department of environmental conservation for the care, management, protection and enlargement of the fish, game and shell fish resources of the state and for the promotion of public fishing and shooting." ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to hunt- ing and fishing licenses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 11-0305 of the environmental conservation law is amended by adding a new subdivision 19 to read as follows: 19. TO REVIEW, IN CONSULTATION WITH THE CONSERVATION FUND ADVISORY BOARD ESTABLISHED PURSUANT TO SECTION 11-0327 OF THIS TITLE, EXISTING STATE POLICIES REGARDING THE PROVISION OF FREE OR REDUCED FEE HUNTING AND FISHING LICENSES. UPON SUCH REVIEW, THE COMMISSIONER SHALL SUBMIT HIS OR HER FINDINGS TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE, THE SPEAKER OF THE ASSEMBLY, THE MINORITY LEADER OF THE SENATE, AND THE MINORITY LEADER OF THE ASSEMBLY. THE COMMISSIONER'S SUBMISSION SHALL INCLUDE AN ANALYSIS OF THE FISCAL IMPACT THAT PROVIDING FREE OR REDUCED HUNTING AND FISHING LICENSES TO ADDITIONAL INDIVIDUALS OR GROUPS WOULD HAVE ON THE CONSERVATION FUND. § 2.
