 AN ACT to amend the education  law,  in  relation  to  establishing  the
   community college funding study
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 6304 of the education law is amended  by  adding  a
 new subdivision 14 to read as follows:
   14.  COMMUNITY COLLEGE FUNDING STUDY. A. THE STATE UNIVERSITY TRUSTEES
 AND THE CITY UNIVERSITY TRUSTEES SHALL REQUIRE  EACH  COMMUNITY  COLLEGE
 PRESIDENT  IN  EACH OF THEIR UNIVERSITY SYSTEMS TO ESTABLISH AN INTERNAL
 COMMITTEE THAT SHALL BE DIRECTED  TO  STUDY  THE  EFFECTIVENESS  OF  THE
 CURRENT  FULL  TIME  EQUIVALENT  (FTE)  FUNDING FORMULA AND ALTERNATIVES
 BASED ON FUNDING BY ACADEMIC PROGRAM THAT TAKES INTO ACCOUNT THE SPECIF-
 IC MISSION, NEEDS, GEOGRAPHIC LOCATION AND UNIQUENESS OF SUCH  COMMUNITY
 COLLEGE.
   B.  THE  INTERNAL COMMITTEE ESTABLISHED BY EACH SUCH COMMUNITY COLLEGE
 PRESIDENT SHALL CONSULT WITH THE BOARD OF TRUSTEES OF  THEIR  UNIVERSITY
 SYSTEM AND PROVIDE INFORMATION THAT MAY BE REQUESTED TO SUCH TRUSTEES TO
 AID  IN THE CREATION OF RECOMMENDATIONS REQUIRED PURSUANT TO THIS SUBDI-
 VISION, AND MAY CONSULT WITH  HIGHER  EDUCATION  PROFESSIONALS  AND  THE
 REGIONAL  STATE UNIVERSITY OF NEW YORK COMMUNITY COLLEGE COUNCIL IN SUCH
 REGION, IF APPLICABLE.
   C. EACH INTERNAL COMMITTEE SHALL CONSIDER:
   (I) THE EFFECT OF THE CURRENT FTE FUNDING MODEL ON OVERALL FUNDING FOR
 THE COMMUNITY COLLEGE AND ALTERNATIVES TO SUCH MODEL;
   (II) THE CREATION OF NEW ACADEMIC PROGRAMS THAT MAY BE  BENEFICIAL  IN
 SUPPORTING REGIONAL BUSINESS AND INDUSTRY WORKFORCE NEEDS;
   (III)  DUPLICATION  OF  ACADEMIC  DEGREE  PROGRAMS  IN  SUCH COMMUNITY
 COLLEGE'S REGION; AND
   (IV) ANY OTHER ISSUES THE INTERNAL COMMITTEE DEEMS NECESSARY.

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-

 IN SUCH REGION, IF APPLICABLE.
   (III) EACH INTERNAL COMMITTEE SHALL CONSIDER:
