BILL NUMBER: S1975 TITLE OF BILL : An act to amend the labor law, in relation to creating a subsidized long term unemployment work and training program PURPOSE : The Labor Law is amended by adding a new Article 18-A, creating the Long Term Unemployment Work and Training Program, to encourage job creation, reduce New York State's long-term unemployed, and provide assistance to small businesses through partially subsidized full-time employment and training programs. SUMMARY OF PROVISIONS : Section 1 of the bill adds a new Article 18-A, (new § 644-649) to the Labor Law, creating the Long Term Unemployment Work and Training Program, as follows: Section 644 provides definitions. Section 645 creates the Subsidized Training and Employment Program within the Department of Labor, providing a grant subsidy for small businesses and manufacturers for the first year after a new, previously long-term unemployed person is hired.

STEWART-COUSINS -- read twice and ordered printed, and when printed to be committed to the Committee on Labor AN ACT to amend the labor law, in relation to creating a subsidized long term unemployment work and training program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The labor law is amended by adding a new article 18-A to read as follows: ARTICLE 18-A LONG TERM UNEMPLOYMENT WORK AND TRAINING PROGRAM SECTION 644. DEFINITIONS. 645. SUBSIDIZED TRAINING AND EMPLOYMENT PROGRAM. 646. GRANTS. 647. GRANT APPLICATION. 648. REPORT. 649. COMMISSIONER'S DUTIES. § 644. DEFINITIONS. 1. "DEPARTMENT" MEANS THE DEPARTMENT OF LABOR; 2. "ELIGIBLE SMALL BUSINESS" MEANS A BUSINESS THAT: (A) EMPLOYS NOT MORE THAN ONE HUNDRED FULL-TIME EMPLOYEES ON AT LEAST FIFTY PERCENT OF ITS WORKING DAYS DURING THE PRECEDING TWELVE MONTHS; (B) IS INCORPORATED IN AND HAS OPERATIONS IN THE STATE OF NEW YORK, NOT WITHIN CITIES WITH A POPULATION OF ONE MILLION OR MORE; (C) HAS BEEN REGISTERED TO CONDUCT BUSINESS FOR NOT LESS THAN TWELVE MONTHS; AND (D) IS IN GOOD STANDING WITH THE PAYMENT OF ALL FEDERAL, STATE AND LOCAL TAXES; 3. "CONTROL", WITH RESPECT TO A CORPORATION, MEANS OWNERSHIP, DIRECTLY OR INDIRECTLY, OF STOCK POSSESSING FIFTY PERCENT OR MORE OF THE TOTAL COMBINED VOTING POWER OF ALL CLASSES OF THE STOCK OF SUCH CORPORATION ENTITLED TO VOTE. "CONTROL", WITH RESPECT TO A TRUST, MEANS OWNERSHIP, DIRECTLY OR INDIRECTLY, OF FIFTY PERCENT OR MORE OF THE BENEFICIAL INTEREST IN THE PRINCIPAL OR INCOME OF SUCH TRUST.
