BILL NUMBER: S3541 Revised 1/24/18 SPONSOR: LANZA TITLE OF BILL: An act to amend the public health law, in relation to requiring the department of health to assign at least one investigator of the bureau of narcotics enforcement to each county within a city having a population of one million or more PURPOSE: To direct the Department of Health to assign at least 1 narcotics inves- tigator to each county in the City of New York. SUMMARY OF PROVISIONS: Section one amends section 3385 of the public health law by adding a new subdivision 3 requiring at least 1 narcotics investigator to each county in New York City. JUSTIFICATION:
New York City, especially the borough of Staten Island is experiencing a growth in prescription drug abuse among its population, especially teen- agers and young adults. Abusers of prescription narcotics usually obtain these drugs by using forged prescriptions or deceiving their doctor to write them a prescription. The New York State Department of Health's Bureau of Narcotics Enforcement has been effective in combating this epidemic. Recently, the Bureau was responsible for busting a 31 member prescription drug ring that was illegally selling Oxycodone out of an ice cream truck. These narcotic investigators play a valuable role in combating the plague of prescription drug abuse and it is necessary that there be at least 1 investigator in each borough to protect the public. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to requiring the department of health to assign at least one investigator of the bureau of narcotics enforcement to each county within a city having a popu- lation of one million or more THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3385 of the public health law is amended by adding a new subdivision 3 to read as follows: 3. THE DEPARTMENT SHALL ASSIGN AND EMPLOY NOT LESS THAN ONE INVESTI- GATOR OF THE BUREAU OF NARCOTICS ENFORCEMENT TO ENFORCE THE PROVISIONS OF THIS ARTICLE IN EACH COUNTY WITHIN A CITY HAVING A POPULATION OF ONE MILLION OR MORE. § 2.
