 Introduced  by  Sen. PERSAUD -- read twice and ordered printed, and when
   printed to be committed to the Committee on Finance
 
 AN ACT requiring the department of labor to produce a  report  regarding
   summer  youth  employment  programs funded by state, federal and local
   appropriations; and providing for the repeal of such  provisions  upon
   expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Not more than 180 days after the  effective  date  of  this
 act, the department of labor, in consultation with the education depart-
 ment,  the office of temporary and disability assistance, the  office of
 children and family services, and any other  entity  the  department  of
 labor  deems  appropriate, shall produce a report regarding summer youth
 employment programs funded by state, federal, and local  appropriations.
 The report shall:
   a.  Determine the total number of jobs available for youth in all pre-
 existing programs, including the nature of the jobs, the educational and
 professional experience under such programs, career paths available  for
 such training, and overall experience by summer youth employment program
 participants;
   b.  Determine  the number of desired spots by evaluating total numbers
 of applications and other indicia of unmet demand in current programs;
   c.  Evaluate  current  admission  standards,  including   income   and
 geographic  restrictions,  available programs throughout various regions
 within the state of New York;
   d. Evaluate whether current funding  streams  could  be  increased  in
 order  to  provide  additional  opportunities,  including any additional
 federal or private funding streams available and  the  effect  of  addi-
 tional state funds on current opportunities for applicants;
