Requires the department of labor, in consultation with the education department, the office of temporary and disability assistance, the office of children and family services, and any other entity the department deems appropriate, to produce a report regarding summer youth employment programs funded by state, federal and local appropriations.

 TITLE OF BILL :

An act requiring the department of labor to produce a report regarding
summer youth employment programs funded by state, federal and local
appropriations; and providing for the repeal of such provisions upon
expiration thereof

 PURPOSE :

Requires the department of labor to produce a report regarding summer
youth employment programs

 SUMMARY OF PROVISIONS :

Requires the department of labor, in coordination with the education
department, the office of temporary and disability assistance, and the
office of children and families to, within 180 days of the effective
date, produce a report on summer youth employment programs.  Such
report shall determine job availability, types of job opportunities,
additional demand, best practices and current standards, and
additional funding that may be available or may be necessary in light
of minimum wage rates.

 EXISTING LAW :

New

 JUSTIFICATION :

Summer youth employment programs are critical opportunities for
at-risk youth in various urban areas across the state. Through a
summer youth employment program, youths generally aged 14 through 24
receive paid summer employment at various employment sites within
government, nonprofit, public service, and the private sector. These
programs are critical educational and job training opportunities,
enhance resumes of young people, and provide particular assistance to
at-risk populations.

This legislation requires the Department of Labor, the Education
Department, the Office of Temporary and Disability Assistance, and the
Office of Children and Families to prepare a report studying current
practices within various summer youth employment programs.  This study
shall help provide guidance on best practices, current opportunities,
and places for improvement, including how additional funding could
help expand opportunities.

   printed to be committed to the Committee on Finance
 
 AN ACT requiring the department of labor to produce a  report  regarding
   summer  youth  employment  programs funded by state, federal and local
   appropriations; and providing for the repeal of such  provisions  upon
   expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Not more than 180 days after the  effective  date  of  this
 act, the department of labor, in consultation with the education depart-
 ment,  the office of temporary and disability assistance, the  office of
 children and family services, and any other  entity  the  department  of
 labor  deems  appropriate, shall produce a report regarding summer youth
 employment programs funded by state, federal, and local  appropriations.
 The report shall:
   a.  Determine the total number of jobs available for youth in all pre-
 existing programs, including the nature of the jobs, the educational and
 professional experience under such programs, career paths available  for
 such training, and overall experience by summer youth employment program
 participants;
   b.  Determine  the number of desired spots by evaluating total numbers
 of applications and other indicia of unmet demand in current programs;
   c.  Evaluate  current  admission  standards,  including   income   and
 geographic  restrictions,  available programs throughout various regions
 within the state of New York;
   d. Evaluate whether current funding  streams  could  be  increased  in
 order  to  provide  additional  opportunities,  including any additional
 federal or private funding streams available and  the  effect  of  addi-
 tional state funds on current opportunities for applicants;

   e.  Determine the effect of current and previous minimum wage rates on
 total placement opportunities and whether additional funding to maintain
 spots in light of minimum wage increases is necessary.
   §  2.  The department of labor shall send this report to the temporary
 president of the senate, speaker of the  assembly,  and  chairs  of  the
 assembly  and  senate committees on labor, social services, and children
 and families. The report shall also be made  available  on  the  website
 maintained by the department of labor.
   §  3.  This  act shall take effect immediately and shall expire and be
 deemed repealed 1 year after such date.
