BILL NUMBER: S5643 TITLE OF BILL : An act to amend the public health law, in relation to directing the commissioner of health, in consultation with the commissioner of transportation, to establish rules and regulations for ambulances PURPOSE OR GENERAL IDEA OF BILL : The purpose of this bill is to establish Janet's Law, to help ensure the safe transport of ambulatory individuals that are being transported, from or between any health care facility, as well as the safety of the public during such transports. Currently, there are few rules and regulations for ambulances, specifically for drivers of such motor vehicles. This bill directs the commissioner of health and commissioner of motor vehicles to work in together and establish more oversight of such individuals. SUMMARY OF PROVISIONS : Section 1: This act shall be known and be cited as "Janet's Law". Section 2: Amends section 206 of the public health law by adding a new subdivision directing the commissioner of health, in consultation with the commissioner of motor vehicles, to establish rules and regulations for ambulances in order to ensure the safety of passengers and the

Short title. This act shall be known and be cited as "Janet's law". § 2. Section 206 of the public health law is amended by adding a new subdivision 31 to read as follows: 31. THE COMMISSIONER SHALL, IN CONSULTATION WITH THE COMMISSIONER OF TRANSPORTATION, ESTABLISH RULES AND REGULATIONS FOR AMBULANCES IN ORDER TO ENSURE THE SAFETY OF PASSENGERS AND THE PUBLIC AT LARGE. SUCH RULES AND REGULATIONS SHALL INCLUDE, BUT SHALL NOT BE LIMITED TO, THE MINIMUM AGE OF AMBULANCE DRIVERS, THE ALLOWABLE NUMBER OF CONSECUTIVE HOURS AN AMBULANCE DRIVER MAY WORK, AND THE REQUISITE TRAINING AN AMBULANCE DRIV- ER SHALL RECEIVE PRIOR TO DRIVING ANY AMBULANCE. § 3. Currently, there are few rules and regulations for ambulances, specifically for drivers of such motor vehi- cles, to ensure the physical safety of such passengers and the public at large. This bill directs the commissioner of health, in consultation with the commissioner of transportation and the New York State emergency medical services council, to establish more oversight of such ambulance operators. SUCH RULES AND REGULATIONS SHALL INCLUDE, BUT SHALL NOT BE LIMITED TO, THE ALLOWABLE NUMBER OF CONSECUTIVE HOURS AN AMBULANCE DRIVER MAY WORK AND THE REQUISITE TRAINING AN AMBULANCE DRIVER SHALL RECEIVE PRIOR TO OPERATING AN AMBULANCE. § 2.
