BILL NUMBER: S6299 TITLE OF BILL : An act in relation to directing the board of trustees of the state university of New York and the city university of New York to report on the current composition of faculty and academic advisors at four-year campuses and community colleges PURPOSE : To study levels of SUNY and CUNY faculty. SUMMARY OF PROVISIONS : Section 1 of the bill provides for the legislative intent. Section 2 of the bill directs SUNY and CUNY to issue a report on or before 180 days after date of enactment, on the composition of faculty and academic advisors at both senior colleges and community colleges. This report will be submitted to the Governor, the temporary president of the Senate, the speaker of the Assembly, the chair of the Senate Finance Committee, the chair of the Assembly Ways and Means Committee, and the chairs of the Senate and Assembly Higher Education committees. This report would include: *number of faculty by campus in 2008 and the current academic year, of full-time tenured faculty, full-time tenure-track faculty, full-time

LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT in relation to directing the board of trustees of the state university of New York and the city university of New York to report on the current composition of faculty and academic advisors at four- year campuses and community colleges THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The Legislature hereby recognizes the importance of faculty and academic advisors employed at our public high- er education institutions and the impact they have on on-time student degree completion. The recent enactment of the Excelsior Scholarship Program has the potential to increase total student enrollment at the state university of New York and the city university of New York commu- nity colleges and four-year campuses. As we prepare for students to apply for and enroll in our public higher education institutions under the Excelsior Scholarship Program, it is necessary for CUNY and SUNY to take inventory of their current faculty and academic advisors and the potential need for additional faculty and staff. The primary objective of the Excelsior Scholarship Program is to ensure that students do grad- uate within two years with an associate's degree, and within four years with a baccalaureate degree. As students attempt to meet the thirty credits per year threshold of such program and the requirements for their majors, it is necessary to provide adequate numbers of faculty, academic advisors and courses to meet students' needs. § 2. The board of trustees of the state university of New York and the city university of New York shall issue a report on or before one hundred eighty days after this act shall have become a law detailing the current composition of faculty and academic advisors at both four-year campuses and community colleges. Such report shall not include employees of the research foundations of the state university of New York or the EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
