BILL NUMBER: S7000 SPONSOR: GALLIVAN TITLE OF BILL: An act to amend the county law, in relation to allow- ing Wyoming county to participate in the Foreign-Trade Zone program PURPOSE: To provide Wyoming County the authority to participate, via Erie Coun- ty's Foreign Trade Zone (FTZ) No. 23, as a sub-zone of such trade zone. SUMMARY OF PROVISIONS: Section 1 of the bill amends subdivision 17 of section 224 of the county law governing the authority vested upon Erie County to make a foreign trade zone application by adding Wyoming County as a sub-zone. Section 2 of the bill adds a new subdivision 29 to section 224 authoriz- ing Wyoming County to make application to become a foreign trade zone or sub-zone.

GALLIVAN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the county law, in relation to allowing Wyoming county to participate in the Foreign-Trade Zone program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 17 of section 224 of the county law, as amended by chapter 651 of the laws of 1985, is amended to read as follows: 17. The county of Erie may make application to the Foreign-Trade Zones Board established by the act of Congress, approved June eighteenth, nineteen hundred thirty-four, entitled "An act to provide for the estab- lishment, operation and maintenance of foreign trade zones in ports of entry of the United States, to expedite and encourage foreign commerce, and for other purposes," for a grant to Erie county of the privilege to have established, operated and maintained, a [foreign trade] FOREIGN- TRADE zone or zones within such county, pursuant to the provisions of such act, and if such application be granted, to have established, oper- ated and maintained such zone in accordance with law including a sub- zone to be located in Monroe county which has the authority to create said sub-zone pursuant to chapter five hundred seventy-four of the laws of nineteen hundred seventy-six, and a sub-zone to be located in Catta- raugus county which has the authority to create said sub-zone pursuant to subdivision seventeen-a of this section and a sub-zone to be located in Chautauqua county which has the authority to create said sub-zone pursuant to subdivision twenty-five of this section AND A SUB-ZONE TO BE LOCATED IN WYOMING COUNTY WHICH HAS THE AUTHORITY TO CREATE SAID SUB- ZONE PURSUANT TO SUBDIVISION TWENTY-NINE OF THIS SECTION. Said sub-zones may only be created with the approval of the governing body of the appropriate host county. The county of Erie may enter into such contracts and may appropriate such sums of money as it may deem proper, subject to the provisions of this article, towards the promotion and establishment of such zones.
