BILL NUMBER: S6003 TITLE OF BILL : An act to repeal subdivision 15 of section 353 of the executive law relating to the duties of the state director of the division of veterans' affairs; and to repeal clause (h) of subparagraph 3 of paragraph b of subdivision 1 of section 4402 of the education law relating to reports on certain children of Vietnam veterans PURPOSE : The proposed legislation would eliminate legislative mandates and provide greater flexibility relating to educational management services and special education requirements. SUMMARY OF PROVISIONS : Section 1 repeals subdivision 15 of section 353 of the Executive Law which requires school districts to provide a form to parents of certain children with disabilities who are veterans of the Vietnam war for a report to the Division of Veterans' Affairs for research purposes. Section 2 repeals clause (h) of subparagraph 3 of paragraph b of subdivision 1 of section 4402 of the Education Law to remove the requirement to file certain reports on students with disabilities who

MARCELLINO -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Security and Military Affairs AN ACT to repeal subdivision 15 of section 353 of the executive law relating to the duties of the state director of the division of veter- ans' affairs; and to repeal clause (h) of subparagraph 3 of paragraph b of subdivision 1 of section 4402 of the education law relating to reports on certain children of Vietnam veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 15 of section 353 of the executive law is REPEALED. § 2. Clause (h) of subparagraph 3 of paragraph b of subdivision 1 of section 4402 of the education law is REPEALED. § 3. This act shall take effect July 1, 2017, provided that if this act shall become a law after such date, it shall be deemed to have been in full force and effect on and after July 1, 2017.
