This law was enacted because the PVB was dunning motorist s for tickets that were dismissed as well as for summonses that had already been paid but not recorded. It has come to the attention of the sponsor, that wrongful towing has become a wide scale problem. The vehicles of motor- ists are being towed after they have paid their fines and penalties in question or while they are contesting the subject summons. Additionally, other motorists are victims because they were incorrectly deemed a scof- flaw This occurs all too frequently either because of improper data entry or record keeping by the PVB or due to deficient communication between the sheriff or marshal and the PVB. GOUNARDES -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to establish a commission to study certain battles and events which were part of the Revolutionary War in New York; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. A commission, to be known as the Revolutionary War in New York commission, is hereby created to study all of the different events and battles that occurred in New York during the Revolutionary War peri- od, including, but not limited to the Battle of Brooklyn, the Battles of Saratoga, the capture and siege of Fort Ticonderoga, the occupation of New York by the British and the British Prison ships in New York Harbor. The study will include methods to promote and educate individuals on the historical importance of the Revolutionary War in New York. § 2. The commission shall be composed of thirteen members, appointed as follows: three members shall be appointed by the governor; four members shall be appointed by the speaker of the assembly; one member shall be appointed by the minority leader of the assembly; four members shall be appointed by the temporary president of the senate; and one member shall be appointed by the minority leader of the senate. § 3. The commission shall examine and review the historical importance of the Revolutionary War in New York and conduct a study that would analyze how to best foster promotion of this historical event. § 4. The commission shall report its findings, conclusions and recom- mendations to the governor and the legislature no later than two years after the effective date of this act. § 5. This act shall take effect immediately and shall remain in effect until two years after it shall have become a law when upon such date the provisions of this act shall be deemed repealed.
