TITLE OF BILL: An act to amend the highway law, in relation to desig-
nating certain portions of the state highway system in the counties of
Monroe and Tioga
PURPOSE:
This bill will help honor police officers killed in the line of duty by
allowing for roadside memorial signs to be installed on state highways.
SUMMARY OF PROVISIONS:
Section 1 amends the highway law by adding a new section 344-f
JUSTIFICATION:
In many areas throughout the country, memorial signs are dedicated to
honor fallen officers and their families at the location where they
died. The state Department of Transportation has traditionally restricted signage on state roads to notices for drivers and other personnel such as law enforcement and snowplow drivers. This bill would change this tradition and would allow New York to begin to memorialize our fallen officers with signage on certain portions of state highways. Specifically, this bill would memorialize the following fallen officers: Deputy Simon J. Bermingham; Deputy Joseph G. Munz; Deputy William Mars- hall; Deputy James I. Conheady; Deputy John Pullano; Undersheriff George A. Conway; Deputy Frank Dombrowski; and Sergeant Robert Skeleton, Jr. Providing highway memorial signage is a small, overdue way that New York State can honor its police officers killed in the line of duty. AN ACT to amend the highway law, in relation to designating certain
portions of the state highway system in the counties of Monroe and
Tioga
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The highway law is amended by adding a new section 344-i to
read as follows:
§ 344-I. PORTION OF THE STATE HIGHWAY SYSTEM IN THE COUNTIES OF MONROE
AND TIOGA TO BE MEMORIALIZED. CERTAIN PORTIONS OF THE STATE HIGHWAY
SYSTEM IN THE COUNTIES OF MONROE AND TIOGA ARE MEMORIALIZED AS FOLLOWS
WITH SIGNAGE:
1. AT STATE ROUTE THREE HUNDRED EIGHTY-THREE AT 21 CALEDONIA AVENUE IN
THE VILLAGE OF SCOTTSVILLE, COUNTY OF MONROE THERE SHALL BE A MEMORIAL
SIGN THAT READS "DEPUTY SIMON J. BERMINGHAM MEMORIAL SITE";
2. AT STATE ROUTE SIXTY-FIVE, KNOWN AS CLOVER STREET, NEAR THE INTER-
SECTION WITH HIGHLAND AVENUE, IN THE TOWN OF BRIGHTON, COUNTY OF MONROE
THERE SHALL BE A MEMORIAL SIGN THAT READS "SPECIAL DEPUTY JOSEPH G. MUNZ
MEMORIAL SITE";
3. AT STATE ROUTE THREE HUNDRED EIGHTY-THREE NEAR THE SCOTTSVILLE
VILLAGE LINE IN THE COUNTY OF MONROE THERE SHALL BE A MEMORIAL SIGN THAT
READS "DEPUTY WILLIAM MARSHALL MEMORIAL SITE";
4. AT STATE ROUTE THREE HUNDRED EIGHTY-THREE AT THE BLACK CREEK HOTEL
IN THE COUNTY OF MONROE THERE SHALL BE A MEMORIAL SIGN THAT READS "DEPU-
TY JAMES I. CONHEADY MEMORIAL SITE";
5. AT THE INTERSECTION OF STATE ROUTE THREE HUNDRED EIGHTY-THREE AND
STATE ROUTE TWO HUNDRED FIFTY-TWO IN THE TOWN OF CHILI IN THE COUNTY OF
MONROE THERE SHALL BE A MEMORIAL SIGN THAT READS "DEPUTY JOHN A. PULLANO
MEMORIAL SITE";
EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
[ ] is old law to be omitted.

6. WESTBOUND ON STATE ROUTE SEVENTEEN IN THE TOWN OF OWEGO IN THE
COUNTY OF TIOGA THERE SHALL BE A MEMORIAL SIGN THAT READS "UNDERSHERIFF
GEORGE A. CONWAY MEMORIAL SITE";
7. ON STATE ROUTE THREE HUNDRED EIGHTY-THREE NEAR NORTH ROAD NEAR THE
VILLAGE OF SCOTTSVILLE TOWN LINE IN THE COUNTY OF MONROE THERE SHALL BE
A MEMORIAL SIGN THAT READS "DEPUTY FRANK DOMBROWSKI MEMORIAL SITE"; AND
8. ON STATE ROUTE SIXTY-FIVE SOUTHBOUND, SOUTH OF STATE ROUTE TWO
HUNDRED FIFTY-TWO APPROXIMATELY TWO HUNDRED FEET NORTH OF THE ENTRANCE
TO THE TOBEY VILLAGE OFFICE PARK IN THE COUNTY OF MONROE THERE SHALL BE
A MEMORIAL SIGN THAT READS "SERGEANT ROBERT M. SKELTON JR. MEMORIAL
SITE".
§ 2. The commissioner of transportation shall provide for the instal-
lation and maintenance of adequate signing of the state highway system
as memorialized pursuant to section one of this act; provided that, to
avoid any confusion and to limit any possible disruption of commerce,
the memorialization called for pursuant to section one of this act shall
be one of ceremonial nature and the official name of such place or high-
way shall not be changed as a result of this act.
§ 3. This act shall take effect immediately.
