BILL NUMBER: S7169 SPONSOR: BENJAMIN TITLE OF BILL: An act to amend the general business law, in relation to requiring domestic violence and sexual assault awareness education for persons engaged in the practice of nail specialty, waxing, natural hair styling, esthetics and cosmetology PURPOSE: This is a chapter amendment that makes changes to provisions of L.2019, c.715. SUMMARY OF PROVISIONS: This legislation amends the underlying chapter by allow the Department of State to consult with multiple advocacy groups recognized by the Federal Department of Justice or Health to assist with programming in relation to domestic violence and sexual awareness.

BENJAMIN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the general business law, in relation to requiring domestic violence and sexual assault awareness education for persons engaged in the practice of nail specialty, waxing, natural hair styl- ing, esthetics and cosmetology THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 408-b of the general business law, as added by a chapter of the laws of 2019, amending the general business law relating to requiring domestic violence and sexual assault awareness education for persons engaged in the practice of the nail specialty, waxing, natural hair styling, esthetics and cosmetology, as proposed in legisla- tive bills numbers S. 6307 and A. 57, is amended to read as follows: § 408-b. Domestic violence and sexual assault awareness education. The department shall ensure that domestic violence and sexual assault aware- ness education courses are made available to all licensees and appli- cants for a license or renewal pursuant to this article and that such courses are offered through the department's website. The department, in consultation with the office for the prevention of domestic violence and [an] advocacy [group] GROUPS recognized by the federal department of health and human services OR THE FEDERAL DEPARTMENT OF JUSTICE, which [has] HAVE the ability to coordinate statewide and with local communi- ties on programming and educational materials related to the prevention and intervention of domestic violence OR SEXUAL ASSAULT in New York state, shall develop and provide access to domestic violence and sexual assault awareness education courses appropriate for those licensed under this article. § 2. This act shall take effect on the same date and in the same manner as a chapter of the laws of 2019, amending the general business law relating to requiring domestic violence and sexual assault awareness education for persons engaged in the practice of nail specialty, waxing, natural hair styling, esthetics and cosmetology, as proposed in legisla- tive bills numbers S. 6307 and A. 57, takes effect.
