BILL NUMBER: S7952 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the public authorities law, in relation to directing the New York state energy research and development authority to study and make recommendations regarding siting renewable energy resources at decommissioned or dormant electric generating sites; and directs the New York state energy research and development authority to issue a request for proposal in support of a renewable energy project at a dormant elec- tric generating site PURPOSE: To encourage the reuse of decommissioned or dormant electric generating sites for renewable energy purposes; this will help the fight against climate change and help the economies and tax bases of impacted communi- ties. SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to directing the New York state energy research and development authority to study and make recommendations regarding siting renewable energy resources at decommissioned or dormant electric generating sites; and directs the New York state energy research and development authority to issue a request for proposal in support of a renewable energy project at a dormant electric generating site THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1884 to read as follows: § 1884. REPORT; ENERGY STORAGE AT DECOMMISSIONED OR DORMANT ELECTRIC GENERATING SITES. 1. FOR THE PURPOSES OF THIS SECTION: (A) "RENEWABLE ENERGY RESOURCES" SHALL MEAN RESOURCES THAT GENERATE ELECTRICITY OR THERMAL ENERGY THROUGH THE USE OF THE FOLLOWING TECHNOLO- GIES: SOLAR THERMAL, PHOTOVOLTAICS, ON LAND AND OFFSHORE WIND, HYDRO- ELECTRIC, GEOTHERMAL ELECTRIC, GEOTHERMAL GROUND SOURCE HEAT, TIDAL ENERGY, WAVE ENERGY, OCEAN THERMAL, AND FUEL CELLS. (B) "ENERGY STORAGE" SHALL MEAN SYSTEMS THAT STORE ELECTRICITY, THAT WAS GENERATED BY RENEWABLE ENERGY RESOURCES, THROUGH MECHANICAL, CHEMI- CAL, OR THERMAL PROCESSES FOR USE AT A LATER TIME. 2. (A) THE AUTHORITY IS HEREBY DIRECTED TO PREPARE A REPORT, IN CONSULTATION WITH THE PUBLIC SERVICE COMMISSION AND EMPIRE STATE DEVEL- OPMENT CORPORATION, CONTAINING RECOMMENDATIONS REGARDING SITING RENEWA- BLE ENERGY RESOURCES AND ENERGY STORAGE AT DECOMMISSIONED OR DORMANT ELECTRIC GENERATING SITES. (B) THE REPORT SHALL INCLUDE, BUT NOT BE LIMITED TO: (I) A SURVEY OF DECOMMISSIONED OR DORMANT ELECTRIC GENERATING SITES IN THE STATE; (II) AN IDENTIFICATION OF RENEWABLE ENERGY DEVELOPMENT OPPORTUNITIES AT DECOMMISSIONED OR DORMANT ELECTRIC GENERATING SITES; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
