 AN ACT to amend the public authorities law, in relation to directing the
   New York state energy research and development authority to prepare  a
   report regarding the replacement of decommissioned or dormant electric
   generating  sites with renewable energy development and energy storage
   opportunities
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 1 of section 1902 of the public authorities law
 is amended by adding a new paragraph (c) to read as follows:
   (C)  WITHIN  EIGHTEEN  MONTHS OF THE EFFECTIVE DATE OF THIS PARAGRAPH,
 THE AUTHORITY SHALL PREPARE A REPORT TO BE SUBMITTED  TO  THE  GOVERNOR,
 THE  TEMPORARY  PRESIDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY,
 THAT AT A MINIMUM CONTAINS:
   (I) A SURVEY OF DECOMMISSIONED OR DORMANT ELECTRIC GENERATING SITES IN
 THE STATE, AND PLANTS EXPECTED TO BE DECOMMISSIONED OR  DORMANT  IN  THE
 NEXT EIGHTEEN MONTHS;
   (II)  AN  IDENTIFICATION  OF  RENEWABLE  ENERGY DEVELOPMENT AND ENERGY
 STORAGE OPPORTUNITIES AT EACH SUCH DECOMMISSIONED  OR  DORMANT  ELECTRIC
 GENERATING  SITES,  AND  WHETHER SUCH SITE SHOULD BE A BUILD READY SITE,
 AND IF NOT, WHY NOT;
   (III) AN ASSESSMENT OF THE ECONOMIC IMPACTS ON AFFECTED COMMUNITIES OF
 REPOWERING DORMANT ELECTRIC GENERATING SITES WITH RENEWABLE ENERGY,  AND
 ENERGY  STORAGE  PROJECTS,  INCLUDING  IMPACTS TO THE LOCAL TAX BASE AND
 LOCAL EMPLOYMENT; AND
   (IV) AN ASSESSMENT OF THE IMPACTS ON ELECTRIC SYSTEM RELIABILITY.
   § 2. This act shall take effect immediately,  provided,  however  that
 the  amendments  to  section  1902 of the public authorities law made by
 section one of this act shall not affect the expiration  and  repeal  of
 such section and shall expire and be deemed repealed therewith.
