BILL NUMBER: S8362 SPONSOR: SERRANO TITLE OF BILL: An act in relation to requiring that COVID-19 contact tracers be repre- sentative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent practicable; and providing for the repeal of such provisions upon the expiration thereof SUMMARY OF PROVISIONS: Section 1. Requires New York State and New York City agencies as well as New York City Health and Hospitals that hire new persons to perform contact tracing pertaining to Covid-19 infections within New York City to hire residents who are representative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent practicable. Section 2. Requires covered entities to annually report to the Governor and legislature on contract tracer worker diversity and actions taken to recruit a diverse workforce.

SERRANO -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT in relation to requiring that COVID-19 contact tracers be repre- sentative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent practicable; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of health and any other state agency, the New York city department of health and mental hygiene and any other New York city agency, and any entity within the New York city health and hospitals corporation that hires persons after the effective date of this act to perform contact tracing pertaining to COVID-19 infections within the city of New York, shall hire contact tracers who are repre- sentative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent practicable. § 2. The department of health, the New York city department of health and mental hygiene, and the New York city health and hospitals corpo- ration shall annually submit a report on contact tracer worker diversity including outreach efforts to recruit a diverse workforce to the gover- nor, the temporary president of the senate and the speaker of the assem- bly beginning no later than December 31, 2020. § 3. This act shall take effect immediately and shall expire and be deemed repealed January 1, 2022. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
