BILL NUMBER: S4653 SPONSOR: METZGER TITLE OF BILL: An act to amend the agriculture and markets law, in relation to assistance with aggregating, processing and transporting agricultural products for producers and processors PURPOSE: This bill instructs the Commissioner of the state Department of Agricul- ture and Markets to provide information regarding federal, state, and private grants and educational opportunities to small scale farmers to enable them to more effectively access markets through out New York. SUMMARY OF PROVISIONS: Section 1 amends the agriculture and markets law so that the commission- er will provide technical assistance to small scale producers and processors of agricultural products who are interested in coordinating with each other to aggregate, process, and transport agricultural products with the goal of selling such products in sufficient quantities

METZGER -- read twice and ordered printed, and when printed to be committed to the Committee on Agriculture AN ACT to amend the agriculture and markets law, in relation to assist- ance with aggregating, processing and transporting agricultural products for producers and processors THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 5-b of section 16 of the agriculture and markets law is amended by adding a new paragraph (d) to read as follows: (D) PROVIDE, IN COOPERATION WITH CORNELL COOPERATIVE EXTENSION, THE DEPARTMENT OF ECONOMIC DEVELOPMENT AND OTHER RESOURCES, TECHNICAL ASSISTANCE, TO SMALL SCALE PRODUCERS AND PROCESSORS OF AGRICULTURAL PRODUCTS WHO ARE INTERESTED IN COORDINATING WITH EACH OTHER TO AGGRE- GATE, PROCESS AND TRANSPORT AGRICULTURAL PRODUCTS WITH THE GOAL OF SELL- ING SUCH PRODUCTS IN SUFFICIENT QUANTITIES TO MEET THE DEMANDS OF FOOD BUSINESSES AND INSTITUTIONAL BUYERS, AND IDENTIFY AND DISSEMINATE INFOR- MATION TO PROVIDE TO SUCH PRODUCERS AND PROCESSORS ON FEDERAL, STATE AND PRIVATE GRANT OR OTHER ASSISTANCE PROGRAMS WITH THE PURPOSE OF ASSISTING AND SUPPORTING SUCH COORDINATION. THE ASSISTANCE PROVIDED UNDER THIS PARAGRAPH MAY ALSO BE INCLUDED AS PART OF THE PROCUREMENT TRAINING PROGRAMS AUTHORIZED IN SUBDIVISION TWO-D OF THIS SECTION. § 2.
