 AN ACT in relation to the removal of a  parkland  easement  on  property
   belonging to the incorporated village of Freeport
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Notwithstanding the provisions of any law to the  contrary,
 any  and all Park and Recreational Easements and any and all other prop-
 erty claims, except those claims of ownership by the  village  of  Free-
 port, the duly authorized and deeded owner, on the property known as and
 by  the  Cleveland  Avenue  Field/Buffalo Avenue Field, described within
 section three of this act, are hereby revoked.
   § 2. The village of Freeport, accepted the conveyance by the county of
 Nassau of the park known as and by, "Cow Meadow Field" a park of over 36
 acres, through Senate bill S. 1372 and Assembly bill A. 7292 and  signed
 by  the  governor on October 8, 2021 as chapter 463 of the laws of 2021.
 The village has offered the "Cow Meadow Field," as a like kind  exchange
 for  the "Cleveland Avenue/Buffalo Avenue Field" a parkland of 13 acres.
 Such consideration would extend parkland within the village of Freeport,
 provide for more recreational and parkland benefits to the residents  of
 the  village  of Freeport, and would provide for the lifting of the park
 and recreational easement on the "Cleveland Avenue/Buffalo Avenue Field"
 easement.
   § 3. The lands authorized by section one of this act to be  discontin-
 ued are located and described as follows:
 
                 150 Cleveland Avenue, Freeport, New York.
                        SECTION 55 BLOCK H LOT 372
 
   ALL that certain plot, piece or parcel of land situate lying and being
 in  the  Incorporated  Village of Freeport, Town of Hempstead, County of
 Nassau and State of New York bounded and described as follows:

 AN  ACT  in  relation  to authorizing the village of Freeport, county of
   Nassau, to alienate and discontinue the use of certain parklands

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subject to the provisions of this act, the village of Free-
 port, located in the county of Nassau, acting by and through its village
 board and upon such terms and conditions as determined by such board, is
 hereby  authorized  to  discontinue  as parklands and alienate the lands
 more particularly described in section three of this act no longer need-
 ed for park purposes. The provisions of this act  shall  not  extinguish
 any existing easements.
   § 2. The authorization contained in section one of this act shall take
 effect  only upon the condition that the village of Freeport dedicate an
 amount equal to or greater than the fair market value of  the  parklands
 being  discontinued  towards  the  acquisition  of  new parklands and/or
 towards capital  improvements  to  existing  parkland  and  recreational
 facilities.
   §  3. The parklands authorized by section one of this act to be alien-
 ated are described as follows:
   ALL that certain plot, piece or parcel of land situate lying and being
 in the incorporated village of Freeport, town of  Hempstead,  county  of
 Nassau, state of New York and being bounded and described as follows:
   BEGINNING  at  a point in the easterly line of Buffalo avenue where it
 intersects the northerly boundary line of the "Revised Map  of  Freeport
 Centre";
   THENCE  North 09 degrees 51 minutes 00 seconds East, 855.32 feet, to a
 point;
   THENCE South 47 degrees 07 minutes 00 seconds East, 702.48 feet, to  a
 point;
   THENCE  South 08 degrees 39 minutes 10 seconds West, 500.00 feet, to a
 point;
