Amends the constitution to delete the requirement that registration for purposes of voting be completed at least ten days before election day; provides that laws be made to adequately safeguard against deception in the exercise of the right of suffrage.

   tee on Election Law
 
             CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
 proposing an amendment to section 5 of article 2 of the constitution, in
   relation to the ten day advance registration requirement

   Section 1. Resolved (if the Senate concur), That section 5 of  article
 2 of the constitution be amended to read as follows:
   §  5. Laws shall be made for ascertaining, by proper proofs, the citi-
 zens who shall be entitled to the right of suffrage hereby  established,
 and  for  the  registration  of  voters[;  which  registration  shall be
 completed at least ten days before each election].    Such  registration
 shall  not  be required for town and village elections except by express
 provision of law.
   § 2. Resolved (if the Senate concur), That the foregoing amendment  be
 submitted  to the people for approval at the general election to be held
 in the year 2021 in accordance with the provisions of the election law.
