BILL NUMBER: S517 SPONSOR: GIANARIS TITLE OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 5 of article 2 of the constitution, in relation to the ten day advance registration requirement PURPOSE: This concurrent resolution to amend the constitution is one of many changes necessary in the state to improve voter turnout. SUMMARY OF PROVISIONS: This concurrent resolution amends section 5 of article 2 of the consti- tution to eliminate the ten day advance voter registration requirement. EXISTING LAW:

Resolved (if the Assembly concur), That section 5 of arti- cle 2 of the constitution be amended to read as follows: § 5. Laws shall be made for ascertaining, by proper proofs, the citi- zens who shall be entitled to the right of suffrage hereby established, and for the registration of voters[; which registration shall be completed at least ten days before each election]. Such registration shall not be required for town and village elections except by express provision of law. § 2. Resolved (if the Assembly concur), That the foregoing amendment be submitted to the people for approval at the general election to be held in the year 2021 in accordance with the provisions of the election law.
