Short title. This act shall be known and may be cited as the "patient medical debt protection act". § 2. This act enacts into law major components of legislation which relate to patient medical debt protection. Each component is wholly contained within a Part identified as Parts A through I. The effective date for each particular provision contained within such Part is set forth in the last section of such Part. Any provision in any section contained within a Part, including the effective date of the Part, which makes reference to a section "of this act", when used in connection with that particular component, shall be deemed to mean and refer to the EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. "FACILITY FEE" SHALL NOT INCLUDE ANY FEE CHARGED OR BILLED BY A RESIDENTIAL HEALTH CARE FACILITY. 13. "HEALTH SYSTEM" MEANS A GROUP OF ONE OR MORE HOSPITALS AND PROVID- ERS AFFILIATED THROUGH OWNERSHIP, GOVERNANCE, MEMBERSHIP OR OTHER MEANS. 14. "FEE" MEANS ANY FEE CHARGED OR BILLED BY A PROVIDER FOR PROFES- SIONAL HEALTH CARE SERVICES PROVIDED IN A HOSPITAL-BASED FACILITY. 15.
