BILL NUMBER: S3080 SPONSOR: SALAZAR TITLE OF BILL: An act directing the New York state energy research and development authority to establish a ride clean rebate program PURPOSE OR GENERAL IDEA OF BILL: An act to direct NYSERDA to establish a Ride Clean Rebate Program in parallel with the Drive Clean Rebate Program. In line with the legaliza- tion of class one, class two, and class three bicycles with electric assist passed in the Governor's 2020 Budget (see: Vehicle & Traffic Law Section 102-c) this bill will encourage the expansion of electric bikes across New York State. Using the same funding, the Ride Clean Rebate Program would expand carbon-free mobility across New York State. SUMMARY OF PROVISIONS: Section 1 directs the New York State Research and Development Authority

SALAZAR, BRISPORT, HOYLMAN -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommunications AN ACT directing the New York state energy research and development authority to establish a ride clean rebate program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The New York state energy research and development authori- ty (NYSERDA) is hereby directed to establish a parallel program to the drive clean rebate program entitled the ride clean rebate program to permit class one, class two, and class three bicycles with an electric assist to be eligible for a fifty percent rebate, with a maximum rebate amount of one thousand one hundred dollars ($1,100). § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD03018-01-1
