BILL NUMBER: S5083 Revised 2/23/2021 SPONSOR: BAILEY TITLE OF BILL: An act to authorize and direct the commissioner of agriculture and markets to conduct a study on urban agriculture PURPOSE: To examine the effects urban agriculture would have on access to locally grown food, job creation and educational opportunities, and the impacts on the environment. SUMMARY OF PROVISIONS: Section 1, subsection 1: Directs the commissioner of agriculture and markets to conduct a study on all forms or urban agriculture Subsection 2. Requites the commissioner of agriculture to make recommendations for legislation and administrative programs one year after this act become effective.

BAILEY -- read twice and ordered printed, and when printed to be committed to the Committee on Agriculture AN ACT to authorize and direct the commissioner of agriculture and markets to conduct a study on urban agriculture THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The commissioner of agriculture and markets is hereby authorized and directed to conduct a study on all forms of urban agri- culture. The purpose of this study shall include but not be limited to examining the effects urban agriculture would have on access to locally grown food, job creation and educational opportunities, and the impacts on the environment. 2. Within one year of the effective date of this act, the commissioner of agriculture and markets shall deliver a report to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate and the minority leader of the assembly. The report shall include recommendations for legislation and administra- tive programs related to all forms of urban agriculture practices. § 2. This act shall take effect immediately.
