 AN ACT in relation to establishing the New York state aid and incentives
   for municipalities redesign task force; and providing for  the  repeal
   of such provisions upon expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. 1. New York state aid  and  incentives  for  municipalities
 redesign  task force. There is hereby created the aid and incentives for
 municipalities redesign task force whose membership shall consist of  21
 members: the director of the division of the budget or his or her desig-
 nee  as  chair;  the  comptroller  or  his  or her designee; ten members
 appointed by the governor; the president of the New York  State  Confer-
 ence of Mayors or his or her designee; the executive director of the New
 York State Association of Counties or his or her designee; the executive
 director of the New York State Association of Towns or his or her desig-
 nee; two members appointed by the temporary president of the senate; two
 members  appointed  by the speaker of the assembly; one member appointed
 by the minority leader of the senate; and one member  appointed  by  the
 minority  leader  of  the  assembly.  The task force shall report to the
 governor, the speaker of the assembly and the temporary president of the
 senate no later than one year after the  effective  date  of  this  act.
 Such report shall include, but not be limited to:
   (a)  A review and analysis of the current aid and incentives for muni-
 cipalities formula and allocations;
   (b) An analysis of available  alternatives  to  the  current  aid  and
 incentives  for municipalities formula and allocations, including models
 from other states;
   (c) Recommendations concerning such alternatives to the  formula  used
 to  determine  future aid and incentives to municipalities funding allo-
 cations; and

  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
