 AN ACT to amend the state finance law, in relation to the direct deposit
   of certain salaries
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Paragraph (a) of subdivision 4 of section 200 of the state
 finance law, as amended by chapter 641 of the laws of 1997,  is  amended
 to read as follows:
   (a)  (I)  Upon  the  written request from a state employee HIRED ON OR
 BEFORE JANUARY FIRST, TWO THOUSAND  TWENTY-THREE,  the  comptroller  may
 cause, in accordance with the rules and regulations promulgated pursuant
 to paragraph (b) of this subdivision, such employee's net salary, or any
 portion  thereof designated by the employee, to be deposited directly in
 a bank for any purpose to an account in the name of  such  employee,  on
 forms  provided  by  the  comptroller, and duly filed in accordance with
 such regulations.
   (II) ON AND AFTER JANUARY FIRST, TWO THOUSAND TWENTY-THREE, THE  COMP-
 TROLLER  SHALL  CAUSE,  IN  ACCORDANCE  WITH  THE  RULES AND REGULATIONS
 PROMULGATED PURSUANT TO PARAGRAPH  (B)  OF  THIS  SUBDIVISION,  A  STATE
 EMPLOYEE'S NET SALARY TO BE DEPOSITED DIRECTLY IN A BANK FOR ANY PURPOSE
 TO  AN  ACCOUNT  IN  THE NAME OF SUCH EMPLOYEE, ON FORMS PROVIDED BY THE
 COMPTROLLER,  AND  DULY  FILED  IN  ACCORDANCE  WITH  SUCH  REGULATIONS.
 PROVIDED, HOWEVER, SUCH EMPLOYEE MAY SUBMIT A REQUEST FOR EXEMPTION FROM
 THE  PROVISIONS  OF  THIS  SUBPARAGRAPH  ON A FORM PROVIDED BY THE COMP-
 TROLLER.
   § 2. This act shall take effect January 1, 2023 and shall  only  apply
 to  state employees hired on and after such date. Effective immediately,
 the adoption, amendment and/or repeal of any rule or  regulation  neces-
 sary for the implementation of this act on its effective date is author-
 ized to be made by the state comptroller on or before such date.
