BILL NUMBER: S7121 SPONSOR: BROOKS TITLE OF BILL: An act defining the term "first responder in communications" PURPOSE: This bill designates public safety dispatchers, emergency responders, emergency operators, emergency complaint operators, and emergency service dispatchers, as "first responders in communications." SUMMARY OF PROVISIONS: Section 1. Delineates who qualifies as a "first responder in communi- cations" and encourages employers to provide training to such employees. BROOKS -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT defining the term "first responder in communications" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. First responder in communications. 1. "First responder in communications" means any individual who is a public safety dispatcher, emergency responder, emergency operator, emergency complaint operator and emergency services dispatcher who meets the minimum requirements established by a local government, department or agency including, but not limited to, police and sheriff's departments as well as fire, rescue and emergency services departments. Such individual is responsible for the administration or supervision of life saving communication services for emergency situations. 2. To the extent practicable, employers of a first responder in commu- nications shall provide training to maintain and enhance the knowledge, skills and proficiency of such first responder in communications. § 2.
