BILL NUMBER: S7145 SPONSOR: RYAN TITLE OF BILL: An act to amend the public service law, in relation to the appointment of members of the public service commission PURPOSE: To improve oversight of utilities by setting clearly defined statutory qualifications for prospective members of the Public Service Commission (PSC). SUMMARY OF PROVISIONS: Section 1 of the bill amends section 4 of the public service law by adding a new subdivision 4, which provides that any person appointed on or after July 1, 2020 as a PSC commissioner shall (a) have education and training and 3 or more years of experience in one or more of the follow- ing fields: economics, engineering, law, accounting, business manage-

RYAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the public service law, in relation to the appointment of members of the public service commission THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 4 of the public service law is amended by adding a new subdivision 4 to read as follows: 4. ANY COMMISSIONER APPOINTED ON OR AFTER JULY FIRST, TWO THOUSAND TWENTY-TWO, PURSUANT TO THIS SECTION SHALL HAVE EDUCATION AND TRAINING, AND THREE OR MORE YEARS OF EXPERIENCE IN ONE OR MORE OF THE FOLLOWING FIELDS: ECONOMICS, ENGINEERING, LAW, ACCOUNTING, BUSINESS MANAGEMENT, UTILITY REGULATION, PUBLIC POLICY, CONSUMER ADVOCACY OR ENVIRONMENTAL MANAGEMENT. § 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
