TITLE OF BILL:

An act to amend the highway law, in relation to designating a certain
portion of the state highway system as "The Medal of Honor Highway"

 
PURPOSE:

The purpose of this bill is to designate route 20 as "The Medal of Honor
Highway".

 
SUMMARY OF PROVISIONS:

Section 1. designates route 20 as "The Medal of Honor Highway"

Section 2. provides for the installation of signage relating to section
one

Section 3. provides that this act shall not void any other ceremonial
designations

Section 4. is the enacting clause

 
JUSTIFICATION:

This bill is part of a country wide effort to designate U.S. Highway 20
as "The Medal of Honor Highway". At 3,365 miles in length, U.S.  Highway
20 is the longest highway in our nation. Its western terminus is in
Newport, OR on the Pacific Ocean, crosses 12 states with its eastern
terminus in Boston, MA at the Atlantic Ocean.

About 2,360 recipients or two-thirds (67%) of all 3,508 Medal of Honor
awards presented since 1863 are connected with the 12 states: Oregon,
Idaho, Montana, Wyoming, Nebraska, Iowa, Illinois, Indiana, Ohio, Penn-
sylvania, New York and Massachusetts. Twenty-six (26) of our nation's 67
living recipients are also connected with U.S. Hwy 20 in those states.

Legislatures and Governors in Oregon, Idaho, Montana, Wyoming, Nebraska,
Iowa, Indiana and Pennsylvania have already designated state Medal of
Honor Highway covering 68% of the 3,365 mile Medal of Honor Highway
Across America between the Pacific and Atlantic Oceans.

Seventy two (72) signs have already been installed in those states.

This bill will help complete the nationwide effort to designate U.S.
Highway 20 as "The Medal of Honor Highway".

 
FISCAL IMPLICATIONS:

Minimal

 
EFFECTIVE DATE:
This act shall take effect immediately.

 AN ACT to amend the highway law, in relation to  designating  a  certain
   portion of the state highway system as "The Medal of Honor Highway"
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The highway law is amended by adding a new section 343-aaaa
 to read as follows:
   § 343-AAAA. PORTION OF STATE HIGHWAY SYSTEM TO BE DESIGNATED  AS  "THE
 MEDAL OF HONOR  HIGHWAY". ALL THAT PORTION OF UNITED STATES ROUTE TWENTY
 LOCATED  IN  THIS  STATE  SHALL BE DESIGNATED AND KNOWN AS "THE MEDAL OF
 HONOR HIGHWAY".
   § 2. The commissioner of transportation shall provide for the  instal-
 lation  and  maintenance of adequate signing of the state highway system
 as  designated pursuant to section one of this  act.  However,  to avoid
 confusion  and  to limit any possible disruption of commerce, the desig-
 nation called for pursuant to section one of this act shall  be  one  of
 ceremonial   nature   and  the  official  name of such highway shall not
 be changed as a result of this act.
   § 3. The provisions of section one of this  act  shall  not  void  the
 ceremonial  designation of any other portion of such United States route
 twenty located in this state.
   § 4. This act shall take effect immediately.

PURPOSE:

of Honor Highway", while preserving other designations.

 
SUMMARY OF PROVISIONS:

Section 1. amends section 343-a of the highway law to designate route 20
as the "New York Medal of Honor Highway".

Section 2. amends section 344-n of the highway law to provide further
changes for the disgnation of route 20 as the "New York Medal of Honor

Highway".

Section 3. amends section 344-h of the highway law to provide provide
further changes for the disgnation of route 20 as the "New York Medal of
Honor Highway".

Section 4. provides for proper signage pursuant to this act. Section

 AN ACT to amend the highway law, in relation to designating portions  of
   the state highway system as "The Disabled American Veterans - New York
   Medal of Honor Highway", the "New York Medal of Honor Highway" and the

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 343-a of the highway law, as added by  chapter  293
 of the laws of 1996, is amended to read as follows:
   §  343-a.  Portion  of  state highway system to be designated as ["The
 Disabled American Veterans Memorial Highway."]  "THE  DISABLED  AMERICAN
 VETERANS  - NEW YORK MEDAL OF HONOR HIGHWAY". All that portion of United
 States route twenty beginning at the community of  Irving,  where  route
 five  and  route  twenty  merge with Old Lake Shore road, and continuing
 northeasterly until approximately one mile south of the town  of  Depew,
 Erie  county,  then  continuing  easterly  across  New York state to its
 terminus at the New York-Massachusetts border  approximately  two  miles
 east of the town of New Lebanon, Columbia county shall be designated and
 known as ["The Disabled American Veterans Memorial Highway."] "THE DISA-
 BLED AMERICAN VETERANS - NEW YORK MEDAL OF HONOR HIGHWAY".
   §  2. The highway law is amended by adding a new section 344-n to read
 as follows:
   § 344-N.  PORTION  OF STATE HIGHWAY SYSTEM TO BE  DESIGNATED  AS  "NEW
 YORK  MEDAL  OF  HONOR HIGHWAY". ALL THAT PORTION OF UNITED STATES ROUTE
 TWENTY BEGINNING AT ITS BEGINNING AT THE  NEW  YORK-PENNSYLVANIA  BORDER
 AND  CONTINUING  EASTERLY ACROSS NEW YORK STATE UNTIL THE WESTERN BORDER
 OF THE VILLAGE OF FREDONIA, COUNTY OF CHAUTAUQUA, THEN CONTINUING  EAST-
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.

 ERLY FROM THE EASTERN BORDER OF THE VILLAGE OF FREDONIA, COUNTY OF CHAU-
 TAUQUA    TO  THE COMMUNITY OF IRVING, WHERE ROUTE FIVE AND ROUTE TWENTY
 MERGE WITH OLD LAKE SHORE ROAD SHALL BE DESIGNATED AND KNOWN AS THE "NEW
 YORK MEDAL OF HONOR HIGHWAY".
   §  3. Section 344-h of the highway law, as added by chapter 285 of the
 laws of 2018, is amended to read as follows:
   § 344-h. Portion of the state highway system to be designated  as  the
 "Sergeant  Jonathan  Gollnitz [Memorial] - NEW YORK MEDAL OF HONOR High-
 way". All that portion of the state highway  system  constituting  state
 route  twenty in the village of Fredonia, county of Chautauqua, shall be
 designated and known as the "Sergeant Jonathan Gollnitz [Memorial] - NEW
 YORK MEDAL OF HONOR Highway".
   § 4. The commissioner of transportation shall provide for the  instal-
 lation  and  maintenance of adequate signing of the state highway system
 as designated pursuant to sections one,  two  and  three  of  this  act.
 However,  to  avoid  confusion  and  to limit any possible disruption of
 commerce, the designations called for pursuant to sections one, two  and
 three  of  this act shall each be one of ceremonial nature and the offi-
 cial name of such highway shall not be changed as a result of this act.
   § 5. This act shall take effect on the sixtieth  day  after  it  shall
 have become a law.
