BILL NUMBER: S8231 SPONSOR: SALAZAR TITLE OF BILL: An act to amend the executive law, in relation to requiring the office of children and family services to submit an annual report about juve- nile recidivism and cost of juvenile incarceration PURPOSE OR GENERAL IDEA OF BILL: To require annual reporting about juvenile recidivism and cost of juve- nile incarceration. SUMMARY OF PROVISIONS: Section 1: adds a new section 501-i to the Executive Law requiring an annual report to the legislature about the juvenile, youthful and adolescent offender recidivism rate, the sentences imposed, the annual costs of incarceration and pre-trial detention, and the age and race of incarcerated youth, socioeconomic status, and the duration of time that youth are held pre-trial. SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families AN ACT to amend the executive law, in relation to requiring the office of children and family services to submit an annual report about juve- nile recidivism and cost of juvenile incarceration THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 501-i to read as follows: § 501-I. ANNUAL REPORT. 1. THE OFFICE OF CHILDREN AND FAMILY SERVICES SHALL COMPLETE AND SUBMIT TO THE SPEAKER OF THE ASSEMBLY AND THE TEMPO- RARY PRESIDENT OF THE SENATE ON AN ANNUAL BASIS A REPORT CONTAINING THE FOLLOWING INFORMATION: (A) THE RECIDIVISM RATE FOR JUVENILE OFFENDERS, YOUTHFUL OFFENDERS AND ADOLESCENT OFFENDERS, AND THE SENTENCE IMPOSED ON EACH SUCH OFFENDER FOR EACH NEW CASE AGAINST SUCH OFFENDER; (B) THE AGE, RACE, AND SOCIOECONOMIC STATUS OF INCARCERATED YOUTH, AND THE DURATION OF TIME THAT YOUTH ARE HELD PRE-TRIAL; (C) THE ANNUAL COST OF INCARCERATION FOR CONVICTED JUVENILE OFFENDERS, YOUTHFUL OFFENDERS AND ADOLESCENT OFFENDERS, INCLUDING ANY SUCH OFFEN- DERS SENTENCED TO ADULT DETENTION FACILITIES, DISAGGREGATED BY TYPE OF FACILITY; AND (D) THE ANNUAL COST OF PRETRIAL DETENTION FOR JUVENILE OFFENDERS, YOUTHFUL OFFENDERS AND ADOLESCENT OFFENDERS, INCLUDING ANY SUCH OFFEN- DERS DETAINED IN ADULT DETENTION FACILITIES, DISAGGREGATED BY TYPE OF FACILITY. 2. THE REPORT REQUIRED PURSUANT TO SUBDIVISION ONE OF THIS SECTION SHALL BE SUBMITTED TO THE SPEAKER OF THE ASSEMBLY AND THE TEMPORARY PRESIDENT OF THE SENATE AND SHALL BE PUBLISHED ON THE OFFICE OF CHILDREN AND FAMILY SERVICES' WEBSITE NO LATER THAN FEBRUARY FIRST OF EACH YEAR. § 2.
