BILL NUMBER: S8573 SPONSOR: KAPLAN TITLE OF BILL: An act to amend chapter 154 of the laws of 1921, relating to the port authority of New York and New Jersey, in relation to information concerning services for human trafficking victims in Port Authority bus terminals PURPOSE: To require Port Authority bus terminals to provide information concern- ing services for human trafficking victims. SUMMARY OF PROVISIONS: Section 1 amends chapter 154 of the laws of 1921 to require that bus terminals maintained or operated by the Port Authority make informa- tional cards or signs available in restrooms containing information on services for trafficking victims, as well as the national human traf- ficking hotline number.

KAPLAN -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend chapter 154 of the laws of 1921, relating to the port authority of New York and New Jersey, in relation to information concerning services for human trafficking victims in Port Authority bus terminals THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraphs 4 and 5 of paragraph f of subdivision 3 of article 4 of section 1 of chapter 154 of the laws of 1921, relating to the port authority of New York and New Jersey, as amended by chapter 559 of the laws of 2015, are amended and a new subparagraph 6 is added to read as follows: (4) establish a policy requiring all commissioners, officers, and employees with decision-making authority to maintain records regarding contact with lobbyists. As used in this subsection: (i) "contact" means any conversation, in person or by telephonic or other electronic means, or correspondence between any lobbyist engaged in the act of lobbying and any person within the port authority who can make or influence a decision on the subject of the lobbying on the behalf of the port authority, and shall include, at a minimum, all members of the board of commissioners and all officers of the port authority, (ii) "lobbyist" shall have the same meaning as defined in the laws or, rules or regu- lations of either state, and (iii) "lobbying" shall mean and include any attempt to influence: (a) the adoption or rejection of any rule or regu- lation having the force and effect of law by the port authority, (b) the outcome of any proceeding by the port authority to establish, levy or collect fees, tolls, charges or fares, and (c) the authorization, approval or award of any agreements, contracts or purchase orders, including any settlement of port authority claims, or any extension, amendment or modification of any existing agreement, contract or order; [and] EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
