KAMINSKY -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the social services law, in relation to working with the USDA to receive approvals and develop online fresh food purchasing options throughout the state; and to amend a chapter of the laws of 2020 amending the social services law relating to using supplemental nutrition assistance program benefits to purchase online groceries and to the state supplemental nutrition assistance program outreach program, as proposed in legislative bills numbers S. 8247-A and A. 10673, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (b) of subdivision 1 of section 95 of the social services law, as added by a chapter of the laws of 2020 amending the social services law relating to using supplemental nutrition assistance program benefits to purchase online groceries and to the state supple- mental nutrition assistance program outreach program, as proposed in legislative bills numbers S. 8247-A and A. 10673, is amended to read as follows: (b) [The] SUBJECT TO AN ONLINE FOOD PURCHASING PROGRAM OPERATED BY THE UNITED STATES DEPARTMENT OF AGRICULTURE, FOOD AND NUTRITION SERVICE (USDA), THE office shall promptly seek ANY necessary [federal approval needed to enter into an agreement with all grocery retailers prepared to offer SNAP online purchasing or subsequently available programs] APPROVALS FROM THE USDA in order to maximize availability of online fresh food purchasing options throughout the state. Within one hundred eighty days after the effective date of this paragraph, the office shall WORK WITH THE USDA TO develop a plan SEEKING to maximize RETAILER PARTICIPATION IN THE USDA'S SNAP online purchasing [options] PROGRAM in the state.
