Kennedy international airport and LaGuardia airport PURPOSE OR GENERAL IDEA OF BILL: To require the Departments of Health and other departments deemed appro- priate by the governor, to conduct a study describing the environmental, noise, and human health impacts caused by runways, including new runways, and air traffic at John F. Kennedy International Airport and LaGuardia Airport. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill directs the Department of Health, with the assist- ance of the Departments of Environmental Conservation and Transportation

GAUGHRAN, LIU -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conser- vation AN ACT to direct the department of health and other state departments and agencies to conduct a study on the quality of life and human health impacts of John F. Kennedy international airport and LaGuardia airport THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of health, with the assistance of the department of environmental conservation, the department of transporta- tion, and any other state agencies the governor deems appropriate, shall conduct a study describing the environmental, noise, and human health impacts caused by runways, including new runways, and air traffic at John F. Kennedy international airport and LaGuardia airport. In conduct- ing this study, such departments and state agencies shall monitor actual noise levels experienced in 2022 and 2023 and shall pay particular attention to the impact of air pollution, noise pollution, the emission of gases and fluids by aircraft, and similar factors on the quality of life and health of persons who live adjacent to flight paths used by aircraft at John F. Kennedy international airport and LaGuardia airport. The department of health shall deliver a written report of its findings to the governor and the legislature on or before March 31, 2024. § 2.
