 AN ACT to amend the public service law, in relation to requiring  cellu-
   lar  telephone companies and third- party service providers to provide
   plans to the public service commission to make  all  cell  towers  one
   hundred percent renewable energy powered by 2031
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public service law is amended by adding a  new  section
 92-j to read as follows:
   §  92-J.  CELL TOWERS; RENEWABLE ENERGY.  NOTWITHSTANDING SECTION FIVE
 OF THIS CHAPTER OR ANY OTHER LAW TO THE CONTRARY, NO LATER THAN DECEMBER
 THIRTY-FIRST, TWO THOUSAND TWENTY-FIVE, ANY CELLULAR  TELEPHONE  COMPANY
 OR  THIRD-PARTY  SERVICE  PROVIDER  WHO  OPERATES CELL TOWERS WITHIN THE
 STATE SHALL PROVIDE PLANS TO THE COMMISSION TO  MAKE  ALL  CELL  TOWERS,
 MAINTAINED  AND  CONSTRUCTED  BY SUCH COMPANY OR SERVICE PROVIDER WITHIN
 THE STATE, ONE HUNDRED PERCENT RENEWABLE ENERGY POWERED BY TWO  THOUSAND
 THIRTY-ONE.
   § 2. This act shall take effect immediately.

   renewable energy feasibility study
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public service law is amended by adding a  new  section
 92-j to read as follows:
   §  92-J.  CELL  TOWERS;  RENEWABLE  ENERGY FEASIBILITY STUDY.   1. ANY
 CELLULAR TELEPHONE COMPANY OR THIRD-PARTY SERVICE PROVIDER THAT OPERATES
 CELL TOWERS WITHIN THE STATE SHALL CONDUCT A STUDY TO ANALYZE THE FEASI-
 BILITY OF REQUIRING ALL CELL PHONE TOWERS THEY OPERATE  TO  BE  ENTIRELY
 POWERED  BY  RENEWABLE  ENERGY.  THE STUDY SHALL INCLUDE BUT NEED NOT BE
 LIMITED TO CONSIDERATION OF THE FOLLOWING ISSUES:
   (A) ENERGY DEMANDS OF SUCH EXISTING CELL  TOWER  SITES  INCLUDING  ANY
 ANTICIPATED  INCREASES  TO  DEMAND  AT  SUCH SITES THAT WOULD IMPACT THE
 FUTURE POWER NEEDS OF CELL TOWER SITES PRESENTED BY REGION/AREA;
   (B) GRID CAPACITY REQUIRED TO  ENABLE  AND  SUPPORT  RENEWABLE  ENERGY
 POWERED CELL TOWERS;
   (C) ADVERSE AND BENEFICIAL IMPACTS TO CELL SERVICE;
   (D)  REQUIRED  BACKUP  POWER SOURCES AND POTENTIAL IMPACTS TO EXISTING
 BACKUP POWER SOURCES;
   (E) ESTIMATED COSTS RELATING TO THE  TRANSITION  TO  RENEWABLE  ENERGY
 POWER  FOR CELL TOWERS, INCLUDING COSTS THAT MAY BE PASSED ON TO CONSUM-
 ERS;

 AN  ACT  to amend the general business law, in relation to directing the
   wireless service industry to report on current  and  future  plans  to
   pursue  renewable energy technology to power macrocells; and providing
   for the repeal of such provisions upon the expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The general business law is amended by adding a new section
 399-yyyy to read as follows:
   §  399-YYYY. MACROCELL RENEWABLE ENERGY REPORTING. 1. UPON THE TWELFTH
 MONTH AFTER THE EFFECTIVE DATE OF THIS  SECTION,  THE  WIRELESS  SERVICE
 INDUSTRY  SHALL  COLLABORATE  ON  AND  ISSUE  A WHITE PAPER REPORTING ON
 CURRENT AND FUTURE EFFORTS TO PURSUE RENEWABLE ENERGY AT MACROCELL SITES
 WITH THE REPORT DELIVERED TO THE GOVERNOR, THE SPEAKER OF THE  ASSEMBLY,
 THE TEMPORARY PRESIDENT OF THE SENATE, AND THE CHAIR OF THE SENATE ENER-
 GY  AND  TELECOMMUNICATIONS  COMMITTEE  AND  THE  ASSEMBLY CORPORATIONS,
 AUTHORITIES AND COMMISSIONS COMMITTEE. THE  REPORT  SHALL  INCLUDE,  BUT
 NEED NOT BE LIMITED TO, CONSIDERATION OF THE FOLLOWING ISSUES:
   (A)  THE COMPANY'S EXISTING AND FUTURE INVESTMENTS IN RENEWABLE ENERGY
 SOURCES, AS CORPORATIONS GENERALLY AND AT MACROCELL SITES SPECIFICALLY;
   (B) THE ENERGY DEMANDS  OF  EXISTING  MACROCELL  SITES  INCLUDING  ANY
 ANTICIPATED INCREASES TO DEMAND AT SUCH SITES;
   (C)  THE  BENEFITS  AND  CHALLENGES  OF RELYING ON RENEWABLE ENERGY TO
 PROVISION WIRELESS SERVICE;
