 AN ACT to amend chapter 544 of the laws of 2022, authorizing the city of
   New  York  to  discontinue a portion of real property in the county of
   the Bronx as parkland and to grant easements for improvements  to  the
   railroad  right-of-way  to  bring Metro-North railroad service to four
   new stations in the Bronx and to Pennsylvania Station in  the  county,
   in relation to making technical corrections thereto; to repeal section
   6 of chapter 544 of the laws of 2022, authorizing the city of New York
   to  discontinue  a portion of real property in the county of the Bronx
   as parkland and to grant easements for improvements  to  the  railroad
   right-of-way  to  bring  Metro-North  railroad  service  to  four  new
   stations in the Bronx and to Pennsylvania Station in the  county;  and
   to  authorize  the  city  of New York to discontinue a portion of real
   property in the county of the Bronx as parkland and to grant easements
   for improvements to the railroad  right-of-way  to  bring  Metro-North
   railroad service to four new stations in the Bronx and to Pennsylvania
   Station in the county of New York
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 1 of chapter 544 of the laws of  2022,  authorizing
 the  city  of  New York to discontinue a portion of real property in the
 county of the Bronx as parkland and to grant easements for  improvements
 to  the  railroad  right-of-way to bring Metro-North railroad service to
 four new stations in the Bronx and to Pennsylvania Station in the  coun-
 ty, is amended to read as follows:
   Section  1. Subject to the provisions of this act, but notwithstanding
 any provision of law to the contrary, the city of  New  York  is  hereby
 authorized  to discontinue the use as parklands [of] the lands described
 in section three of this act and to grant easements AFFECTING SUCH LANDS
 to the metropolitan transportation authority, upon such terms and condi-

Co-op City's Section 5 needs a waiver to stop the destruction of the I-95N entrance ramp off the westbound Pelham Parkway that also leads to "the Hutch" and Palmer Ave. That would be Ramp C. Searching for waivers to other Pelham Bay Park alienation of parkland cases led me to this MTA PAC easement bill. The Bruckner-Hutch Mobility Improvement Project X731.27 includes the Hutch N exit ramp to Bartow –– which Senator Bailey aka "you" demonstrated against last year but which Section 5 residents who are paying attention realize is nothing compared to the damage to be caused by other parts of the plan and that includes the destruction of Ramp C.
The plan has been in play since 2012 but broke ground just last year. Project X's adherence to the alienation of parkland rule will be detrimental to Section 5 and to the ability to properly access the M-N RR station Platform and utilize a vitally needed Park 'n Ride for passengers from areas within and without the section.
Losing Ramp C cuts off one of very few ways into the section –– inviting potentially
dangerous situations for our section's 4000 plus apartment owners and 10,000 residents.
Time is running out. Once it's gone, Ramp C and it's usefulness will never be rebuilt or replicated.
I have maps and details galore. Could you possibly see your way to intervene? It's a huge confusing set of intertwining projects that will turn Section 5 into a parking lot.
