BILL NUMBER: S2372 SPONSOR: BAILEY TITLE OF BILL: An act to amend the private housing finance law, in relation to requir- ing the publication of the number of veterans on certain housing waiting lists PURPOSE OR GENERAL IDEA OF BILL: The bill makes the number of veterans, or a surviving spouse of a veter- an, available on the waiting list for the Mitchell7Lama housing applica- tions. SUMMARY OF SPECIFIC PROVISIONS: Section 1. The bill amends the private housing finance law by adding a new section of subdivision 7 of section 31 which states that the number of persons given preference as a veteran, or a surviving spouse of a veteran shall be published adjacent to the publication to be on a wait- ing list.

BAILEY, ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the private housing finance law, in relation to requir- ing the publication of the number of veterans on certain housing wait- ing lists THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 7 of section 31 of the private housing finance law, as amended by chapter 399 of the laws of 2010, is amended to read as follows: 7. Preference in admission to a project with an open waiting list, as determined by the commissioner or the supervising agency, shall be given by a mutual company or an urban rental company or by the New York state housing finance agency when subleasing dwellings in projects of such companies pursuant to section forty-four-a of this chapter, to persons or surviving spouses of persons who are veterans as such term is defined pursuant to section eighty-five of the civil service law. THE NUMBER OF PERSONS GIVEN PREFERENCE AS A VETERAN OR A SURVIVING SPOUSE OF A VETERAN SHALL BE PUBLISHED ADJACENT TO THE APPLICATION TO BE ON SUCH WAITING LIST. For projects with a closed list, as determined by the commissioner or the supervising agency, such preference shall be given upon the open- ing of the waiting list. Notwithstanding the foregoing, persons who are residing in a limited-profit housing project shall be given first prior- ity for an internal transfer in the project in which they are residing in accordance with rules and regulations promulgated by the commissioner or the supervising agency. § 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date are authorized to be made and completed on or before such effective date.
