BILL NUMBER: S2706 SPONSOR: HARCKHAM TITLE OF BILL: An act to establish the East of Hudson watershed road salt reduction task force and pilot program; and providing for the repeal of such provisions upon expiration thereof PURPOSE: Establishes the East of Hudson watershed road salt reduction task force, pilot plan and test program SUMMARY OF PROVISIONS: Section 1 sets for the East of Hudson watershed road salt reduction task force and sets forth their mission and purpose. HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to establish the East of Hudson watershed road salt reduction task force and pilot program; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. There is hereby established an East of Hudson watershed road salt reduction task force, hereinafter referred to as the "task force", to conduct a comprehensive review of road salt contamination and roadway, parking lot, driveway, and sidewalk management best practices within the East of Hudson watershed. Such task force shall consist of fourteen members which shall include the commissioner of transportation or their designee, the commissioner of environmental conservation or their designee, the commissioner of health or their designee, the commissioner of the department of environmental protection, or their designee, and ten other members to be appointed by the governor as follows: two upon the recommendation of the temporary president of the senate, two upon the recommendation of the speaker of the assembly, one upon the recommendation of the minority leader of the senate, one upon the recommendation of the minority leader of the assembly, and four without recommendation from any other person. The appointed members of the task force shall include a representative of local governments with- in the East of Hudson watershed and individuals with expertise in at least one of the following: civil engineering, hydrology, geology, the science of road salt contamination, highway maintenance and operations, and public health. For the purposes of this act, the East of Hudson watershed shall include portions of Dutchess, Putnam and Westchester counties that make up the drainage basin for the New York city reservoir system, consistent with the boundaries delineated by geographic informa- tion system maps created by the department of environmental protection.
