BILL NUMBER: S4263 SPONSOR: WEBB TITLE OF BILL: An act to amend chapter 802 of the laws of 1947, relating to facilitat- ing the financing and effectuation of air terminals by the Port of New York Authority, in relation to information concerning services for human trafficking victims in lactation rooms PURPOSE: To require Port Authority airports to provide information concerning services for human trafficking victims in lactation rooms. SUMMARY OF PROVISIONS: Section 1 amends section 4-b of chapter 802 of 1947, as added by chapter 388 of 2022 to require Port Authority airports to make informational cards or signs available in any lactation rooms, which contain informa- tion on services for trafficking victims, including the national human trafficking hotline number.

WEBB -- read twice and ordered printed, and when printed to be committed to the Committee on Women's Issues AN ACT to amend chapter 802 of the laws of 1947, relating to facilitat- ing the financing and effectuation of air terminals by the Port of New York Authority, in relation to information concerning services for human trafficking victims in lactation rooms THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 4-b of chapter 802 of the laws of 1947, relating to the financing and effectuation of air terminals by the Port of New York Authority, as added by chapter 388 of the laws of 2022, is amended to read as follows: § 4-b. Information concerning services for human trafficking victims in Port Authority airports. 1. Any airport maintained or operated by the Port Authority shall make available in plain view and in a conspicuous place and manner in the public restrooms AND IN ANY LACTATION ROOMS, informational cards and/or signs developed by: (a) the office of temporary and disability assistance in consultation with the New York state interagency task force on human trafficking; or (b) the United States Department of Homeland Security. 2. All informational cards and signs shall only contain information concerning services for human trafficking victims and shall prominently include the national human trafficking hotline telephone number. 3. FOR PURPOSES OF THIS SECTION, "LACTATION ROOM" SHALL MEAN A HYGIEN- IC PLACE, OTHER THAN A RESTROOM, THAT IS: (A) IS SHIELDED FROM VIEW; (B) IS FREE FROM INTRUSION; (C) CONTAINS A CHAIR, A WORKING SURFACE, AND, IF THE BUILDING IS OTHERWISE SUPPLIED WITH ELECTRICITY, AN ELECTRICAL OUTLET; AND (D) INTENDED TO BE USED FOR THE PRIMARY PURPOSE OF BREAST- FEEDING OR EXPRESSING BREAST MILK. § 2. This act shall take effect on the sixtieth day after it shall have become a law; provided, however, that if chapter 388 of the laws of 2022 shall not have taken effect on or before such date then section one of this act shall take effect on the same date and in the same manner as such chapter of the laws of 2022, takes effect.
