 AN ACT to amend the county law, in relation to the next  generation  911
   system, an emergency services internet protocol network
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The county law is amended by adding a new section 325-a  to
 read as follows:
   §  325-A.  NEXT  GENERATION 911 SYSTEM, AN EMERGENCY SERVICES INTERNET
 PROTOCOL NETWORK. 1. FOR THE PURPOSES OF THIS SECTION, THE TERM:
   (A) "NEXT GENERATION 911 SYSTEM, AN EMERGENCY SERVICES INTERNET PROTO-
 COL NETWORK (ESINET)" MEANS A NEW BASE TECHNOLOGY ENABLING THE PUBLIC OR
 SUBSCRIBER OF A COMMUNICATION SERVICE TO  REACH  AN  APPROPRIATE  PUBLIC
 SAFETY  ANSWERING  POINTS  (PSAP) BY SENDING THE DIGITS 911 VIA DIALING,
 TEXT, OR SHORT MESSAGE SERVICE (SMS), OR ANY OTHER TECHNOLOGICAL MEANS.
   (B) "NEXT  GENERATION  911  SYSTEM  PROVIDER"  MEANS  AN  ENTITY  THAT
 PROVIDES NEXT GENERATION OR IP-ENABLED 911 SYSTEM TO A PSAP.
   2.  THE  STATE SHALL OFFER A STATEWIDE ESINET AVAILABLE FOR CONNECTION
 TO LOCAL PSAPS.
   § 2. This act shall take effect immediately.
