TITLE OF BILL:

An act authorizing the Carmel Central School District to offer a sepa-
rate referendum on the question of term limits for members of the Carmel
Central School District board of education

 
PURPOSE:

Authorizes the Carmel Central School District to offer a separate refer-
endum on the question of term limits for members of the Carmel Central
School District board of education

 
SUMMARY OF PROVISIONS:

Section 1 authorizes Carmel Central School district in the town of
Patterson, Putnam County, to offer voters a separate referendum regard-
ing the question of term limits for members who serve on the school
board on the same day as the annual school budget vote.

              

Section 2 states the effective date.

 
JUSTIFICATION:

Under current law, individual school boards are unable to establish term
limits for Board of Education members, either by board decision or
public referendum. There is much debate over the question of term
limits- some believe they are a healthy way to promote the democratic
process, while others argue that they will unnecessarily prevent experi-
enced and qualified candidates from remaining in office.

The individuals living within Carmel Central School district should be
given the opportunity to decide for themselves whether they would like
to implement such term limits for those who represent both the community
and our young ones. This legislation comes at the request of the Carmel
Central School District Board of Education.
