BILL NUMBER: S6787 SPONSOR: COMRIE TITLE OF BILL: An act to amend chapter 782 of the laws of 2021 establishing a construction industry advisory council on public contracting reform, in relation to the timing of a report and the effectiveness thereof PURPOSE: The purpose of this technical bill is to make changes to Chapter 782 of the Laws of 2021 to provide the construction advisory council a full year to issue its findings and recommendations, and to extend the statu- tory timeframe of the advisory council. SUMMARY OF PROVISIONS: Section 1. Sections 9 and 11 of chapter 782 of the laws of 2021, as amended by chapter 98 of the laws of 2022, are amended to: a. require the advisory council's report no later than 365 days after

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Procurement and Contracts AN ACT to amend chapter 782 of the laws of 2021 establishing a construction industry advisory council on public contracting reform, in relation to the timing of a report and the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Sections 9 and 11 of chapter 782 of the laws of 2021 estab- lishing a construction industry advisory council on public contracting reform, as amended by chapter 98 of the laws of 2022, are amended to read as follows: § 9. No later than 365 days after the [effective date of this act] FIRST PUBLIC MEETING OF THE ADVISORY COUNCIL, the advisory council shall, by a majority, issue a report of its findings, including any recommendations for legislative, executive or regulatory action as it may deem necessary and appropriate, and suggest best practices for a fair and efficient public works contracting process by addressing the subject matters specified in section eight of this act. The report shall also include a summary of the positions advanced by the members of the advisory council regarding these subject matters. The advisory council shall terminate 60 days after the date on which it submits its report as required by this section. § 11. This act shall take effect immediately and shall expire and be deemed repealed [two] FOUR years after such effective date. § 2. This act shall take effect immediately.
