BILL NUMBER: S7409 SPONSOR: BRESLIN TITLE OF BILL: An act to amend chapter 453 of the laws of 1977, authorizing the city of Schenectady in the county of Schenectady, to create special assessment districts within such city, in relation to increasing the membership of the special district operations and development committee PURPOSE OR GENERAL IDEA OF BILL: This bill will allow the special district operations and development committee, an entity also known as the Downtown Schenectady Improvement Corporation (DSIC), which was formed through enabling legislation in 1977, to change the required number of members from nine to between nine and fifteen members on its Board of Directors. This bill will also require that three quarters of members shall be owners of assessable real property within DSIC's special assessment district or agents of such owners. SUMMARY OF PROVISIONS:

BRESLIN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend chapter 453 of the laws of 1977, authorizing the city of Schenectady in the county of Schenectady, to create special assessment districts within such city, in relation to increasing the membership of the special district operations and development committee THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision a of section 8 of chapter 453 of the laws of 1977, authorizing the city of Schenectady in the county of Schenectady, to create special assessment districts within such city, is amended to read as follows: a. The committee is to consist of NO LESS THAN nine AND NO MORE THAN FIFTEEN members appointed by the city manager of the city of Schenectady with the consent of the city council to serve for terms to be estab- lished by the city. At least [seven of the nine members of the committee must be taxpayers or their agents] THREE-QUARTERS OF THE THEN CURRENT COMPLEMENT OF COMMITTEE MEMBERS SHALL BE OWNERS OF ASSESSABLE REAL PROP- ERTY within the special assessment district, OR AGENTS OF SUCH OWNERS. Members are to serve without compensation. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
