BILL NUMBER: S7563 SPONSOR: SANDERS TITLE OF BILL: An act to amend the New York city charter, in relation to the procure- ment limit for businesses owned by women and minorities PURPOSE OR GENERAL IDEA OF BILL: To increase the city's discretionary spending threshold to $1.5 million for non-competitive contracts and includes construction. SUMMARY OF PROVISIONS: Section 1: Paragraph 1 of subdivision i of section 311 of the New York city charter, as amended by chapter 569 of the laws of 2022, would allows for agencies to make procurements not exceeding one million, five hundred thousand dollars of goods, services and construction from MWBEs without a formal competitive process. Section 2: Sets forth the effective date.

SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the New York city charter, in relation to the procure- ment limit for businesses owned by women and minorities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph 1 of subdivision i of section 311 of the New York city charter, as amended by chapter 569 of the laws of 2022, is amended to read as follows: 1. agencies may make procurements of goods, services and construction for amounts not exceeding one million, FIVE HUNDRED THOUSAND dollars from businesses certified as minority or women-owned business enter- prises pursuant to section thirteen hundred four of the charter without a formal competitive process. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11322-01-3
