 AN  ACT  to  amend  the public housing law, in relation to requiring the
   commissioner of housing and community  renewal  to  develop  a  common
   application and web portal for certain public assistance, funding, tax
   credits, and grants for housing
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public housing law is amended by adding a  new  section
 14-a to read as follows:
   §  14-A. HOUSING ASSISTANCE APPLICATION AND WEB PORTAL. 1. THE COMMIS-
 SIONER, IN CONSULTATION WITH THE  OFFICE  OF  TEMPORARY  AND  DISABILITY
 ASSISTANCE AND ANY OTHER STATE AGENCY THAT THE COMMISSIONER DEEMS NECES-
 SARY,  SHALL  CAUSE  TO BE DEVELOPED A COMMON APPLICATION AND WEB PORTAL
 WITH WHICH AN INDIVIDUAL MAY APPLY FOR AND MANAGE ANY PUBLIC ASSISTANCE,
 FUNDING, TAX CREDIT, OR GRANT FOR HOUSING THAT SUCH INDIVIDUAL IS  ENTI-
 TLED  TO  RECEIVE  UNDER  THE  LAWS OF THE STATE, AND THAT IS CAPABLE OF
 MEETING ALL OTHER REQUIREMENTS OF THIS SECTION.
   2. (A) THE COMMON APPLICATION DEVELOPED PURSUANT TO THIS SECTION SHALL
 BE MADE AVAILABLE TO AN INDIVIDUAL UPON REQUEST FROM A STATE AGENCY THAT
 GRANTS PUBLIC ASSISTANCE, FUNDING, TAX CREDITS, OR GRANTS  FOR  HOUSING.
 SUCH  APPLICATION SHALL ALSO BE CAPABLE OF BEING COMPLETED AND SUBMITTED
 BY AN APPLICANT ON THE WEB PORTAL CREATED PURSUANT TO THIS SECTION.
   (B) THE WEB PORTAL REQUIRED TO BE DEVELOPED PURSUANT TO  THIS  SECTION
 SHALL  BE  ACCESSIBLE  BY  ANY  STATE  AGENCY REQUIRED TO ADMINISTER ANY
 PUBLIC ASSISTANCE, FUNDING, TAX CREDIT, OR GRANT FOR HOUSING REQUIRED OF
 SUCH STATE AGENCY UNDER THE LAWS OF  THE  STATE,  AND  ANY  SUCH  PUBLIC
 ASSISTANCE,  FUNDING,  TAX  CREDIT,  OR  GRANT FOR HOUSING SHALL BE MADE
 CAPABLE OF ADMINISTRATION THROUGH SUCH WEB PORTAL.
   (C) UPON DEVELOPMENT OF THE WEB PORTAL BY THE COMMISSIONER, ANY  STATE
 AGENCY  REQUIRED TO ADMINISTER ANY PUBLIC ASSISTANCE, FUNDING, TAX CRED-
 IT, OR GRANT FOR HOUSING UNDER THE LAWS OF THE STATE  SHALL  UPLOAD  ANY
